The Sterilization Concession may have ended on paper and the service may have returned to the state, but the beneficiaries remain the same. The Integrated Sterilization Services Operator tender of 4.5 billion lek, or about 49.4 million euros, has closed with only one bidder and a winner that brings back to the stage a well-known history of healthcare concessions and the name of businessman Klodian Allajbeu.
OSHIS, the state institution created after the end of the sterilization concession, has announced the winner of the company "Diaverum AB". For a contract that is expected to last about four years, the company was the only one in the competition and offered about 4.44 billion lek, about 97 percent of the limit fund.
So, for nearly 50 million euros of public money, there was no competition between several operators. Only one offer arrived at OSHIS's table, and it was only a few percent below the maximum amount that the institution had anticipated spending.
The winner is directly related to DiaVita, the company that managed one of the largest healthcare contracts for 10 consecutive years, while the beneficiary was businessman Klodian Allajbeu.
DiaVita was initially created by Evita sh.pk and Spitali Amerikan, the latter run and controlled by Allajbeu. Evita owned 85 percent of the concession company, while Spitali Amerikan 15 percent. It was precisely this company that took over the implementation of the hemodialysis contract in the hospitals of Shkodra, Lezha, Korça, Vlora and Elbasan, signed in February 2016 with a 10-year term.
In 2019, the ownership of DiaVita changed. Diaverum International AB acquired 100 percent of the capital, taking 85 percent of the shares from Evita and 15 percent from American Hospital. In the current registration documents, Diaverum International AB is the full owner of DiaVita.
However, previous investigative reports have raised questions about the continued connections of the individuals and companies involved in this structure to the Allajbe district. This is why the return of Diaverum as the winner of another multi-million dollar public health contract takes on special significance.
With the end of the 10-year sterilization concession, with a reported value of nearly 100 million euros, the Ministry of Health announced that the service would be returned to the state. In December 2025, by decision of the Council of Ministers, OSHIS, the state-owned company that would take over the administration of this service, was created.
In January 2026, Arisa Cane was appointed to its head, with a mandate until 2029. Prior to this appointment, Cane had worked for several years as an embryologist in the In Vitro Fertilization department at the Klodian Allajbeu American Hospital.
OSHIS argues the decision with the urgency to guarantee the continuity of hemodialysis, a vital service for patients, as well as with the termination of the existing contract and the risk that the new procedure would be prolonged due to complaints. The law provides for the possibility of shortening the deadline, but the concrete outcome of this procedure raises another question.
In a tender worth nearly 50 million euros, was a deadline of only 15 days sufficient to encourage broad competition and give other operators the necessary time to prepare their bids? Or was this aspect of the law used to undermine competition and leave the field empty for the company linked to Klodian Allajbeu?
For this reason, the issue is not simply that a company won a tender. The problem is the picture that is created: a concession ends and the state formally takes over the administration of the service; a former employee of the American Hospital is placed at the head of the state-owned company; a few months later a procedure of approximately 50 million euros is carried out; the urgency criterion is used; only one company appears in it and the contract ends with Diaverum, the group that today owns DiaVita, the hemodialysis concession, in which the American Hospital had been a shareholder.
At the same time, sources for VNA say that Cane has left the management of OSHIS, an information that is still awaiting official confirmation. This does not in itself prove a favoritism scheme, but suspicions are high of a "tailor-made suit."
