Another development in the criminal case against former Deputy Prime Minister and former Minister of Infrastructure and Energy, Belinda Balluku, raises questions about the standard followed by the Special Prosecution Office.

SPAK announced this Wednesday, September 9, that the investigations in criminal proceedings no. 136 of 2025 have been deepened and that new criminal facts have emerged against Balluk, not only for violating equality in tenders, but also for the criminal offenses of corruption, money laundering and concealment of assets.

But, despite the apparent aggravation of the criminal position of the former number two in the government, the official announcement does not indicate that SPAK has requested a new personal security measure or an aggravation of the existing measure either against Balluk or the other persons mentioned in the announcement. The only new measure announced is the property one: the preventive seizure of a villa in the "Green Coast" complex, in Palasa.

According to SPAK, Balluku is suspected of being the de facto owner of the villa "2F no.188/1, Nukli 27", while the property was kept hidden through the use of former footballer Igli Tare and actions that the prosecution considers fictitious.

The prosecution claims that initially a 250 thousand euro enterprise contract was used, while later the investments for the completion of the facility were taken over by Arbër Abazi, owner of "Alko Impex General Construction". According to the estimate cited by SPAK, these investments amount to a value of 288 thousand to over 410 thousand euros.

SPAK goes even further. According to the prosecution's version, Balluku, in her capacity as Minister of Infrastructure and Energy, is suspected of having requested and received this irregular benefit in exchange for favoring the company "Alko Impex General Construction" in the tender for Lot 7 of the Tirana Outer Ring Road, with a limit fund of around 2.35 billion lek excluding VAT.

For this new episode, SPAK says that Balluku is suspected of "Passive corruption of high-ranking state officials or local elected officials", "Refusal to declare, non-declaration, concealment or false declaration of assets" and "Laundering of proceeds of crime", the latter in the qualifying circumstance of collaboration and more than once. Igli Tare is suspected of money laundering, while Arbër Abazi is suspected of active corruption of high-ranking officials.

However, the GJKKO, following the request of SPAK, has only imposed the measure of property insurance "preventive sequestration" on the villa with a total land area of 478 square meters and a building of 142.6 square meters. The SPAK notification does not mention any new request for arrest, house arrest, obligation to appear or any other personal measure for the new facts.

This new SPAK standard is different from the previous one, where repression with security measures did not stop even for the simplest offenses, and where "prison arrest" measures were given in series, including politicians, businessmen, heads of institutions and even journalists.

Of course, security measures should not be imposed without very strong reasons, but anyone can doubt this double standard and raise questions about how Belinda Balluku differs from Ilir Meta, Benet Beci from Erion Veliaj, Igli Tare from Arben Dervishaj, and so on.

This is not justice, nor equality before the law, but personal selection of SPAK prosecutors, to satisfy the appetites or orders of outsiders.
