Why did Admir Abrija become a 'scapegoat' to save Ulsi Manjen!
Ulsi Manja/ Admir Abrija

Among the first decisions and actions that Ulsi Manja took in the Ministry of Justice, as soon as she took over, was the establishment of a so-called corruption unit.

Then, the inspectors of this unit raided the offices of the Cadastre, those of the National Food Authority and other agencies and institutions allegedly in the name of the anti-corruption fight.

But, in the name of the anti-corruption war, it was accused of being used as a whip for Ulsi Manja to appoint and employ his own people in non-subordinate institutions, while there were also accusations of fines by these inspectors, who often spoke on behalf of the minister.

He set up the same system of fines, blackmail and pressure on employees in his ministry, where one of the tools used was the Prison Internal Control Service.

The inspectors of this service rushed to the directorate and administration of the prisons, exceeding their powers.

SHKB inspectors, according to the law on which they act, are set in motion only in concrete cases of denunciation, or indications of violations that may come to them from the penitentiary system, convicts, or citizens who are aware of the alleged violations.

But, according to a denunciation received at the editorial office of Voxnews.al in July 2022, by order of Minister Ulsi Manja, the Prison Control Service assumed at that time the powers of the General Directorate of Prisons, controlling the functioning of the institution, exercising controls in prisons for timetables, entrances and exits, service planning, paroles, sentence reductions, disciplinary measures, fuel costs, prison police vehicles, security cameras, employee payments and the employment of convicts.

Officially, it was said that the controls were aimed at establishing order, or verifying the implementation of the law. Unofficially, Ulsi Manja at that time de facto assumed the powers of the General Director of Prisons, which at that time was Admir Abrija.

The goal was to openly blackmail employees from the management level to the most simple ones to resign, so that Manja would hire militants and people with nepotistic and clientelistic connections.

To a large extent this objective was achieved. People with long careers in the prison system, specialists and professionals resigned, eventually left the system, or were reduced to more mundane tasks within the system.

The consequences of these interventions by Minister Manja, if in the case of the anti-corruption unit they are not visible, at least to the public, in the case of the prison system were best manifested on December 15 of last year, when Sokol Mjacaj shot Arbe to death Lleshin inside Peqin prison, on the very day that Ulsi Manja himself announced that Mjacaj would be isolated in the harsh 41-Bis regime.

These are all the reasons that Admir Abrija is the 'scapegoat' of Ulsi Manja and the one who should have resigned after the mafia execution in Peqin's high security prison should have been the Minister of Justice himself.
