The United Nations World Heritage Agency, UNESCO, says in a report on the most famous National Park in Albania, Butrint, that the establishment of the Foundation alone cannot fulfill the recommendations for integrated management of Butrint and recommends to the Albanian authorities that the Ministry of Culture to maintain the overall authority of this world wealth and not just a part of it.

The issue of Butrint Park management is being examined by the Constitutional Court, which in an unusual gesture, days ago, made a change in its procedures, asking the government for the UNESCO report.

The UNESCO report was prepared in October last year, but the Albanian government had not given its consent for it to become public.

Voice of America provided the report to the National Institute of Cultural Heritage under the right to information law.

The UNESCO-ICOMOS report raises deep concern about the removal from the Butrint Park of about 600 hectares where a resort is currently being built and asks the Albanian authorities to urgently submit to UNESCO a clear plan of measures for the protection of the National Park of Butrint.

The joint report of UNESCO-ICOMOS, sent to the Albanian authorities in October of last year, presents strong criticism for the revision of the borders of the Butrint National Park without the knowledge of UNESCO and for not ensuring the integrated management of Butrint as requested by the missions of predecessors of the world organization that have monitored Butrint.

The Unesco mission says in the report that "apart from the creation of the new Butrint Management Foundation, no other proposal for ensuring the implementation of the Management Plan was presented during the mission by the Albanian authorities".

"Only the establishment of the Foundation cannot fulfill the recommendations of the previous missions, of the World Heritage Committee and the Management Plan itself for an integrated management of Butritni, the report states.

An agreement between the Albanian Ministry of Culture and the Albanian American Development Foundation (AADF) for the creation of a foundation for the management of Butrint includes only one area of the Butrint park known as area A3, where most of the ancient city is located, leave out three other areas that are part of the national park of Butrint.

The UNESCO mission recommends in the report that in order to ensure the protection and preservation of the universal values of this world heritage and its integrity, the Ministry of Culture should maintain the supervision of the management of the entire World Heritage property, not just a part of it.

The mission says in the report that it confirmed the recent removal from the Butrint National Park of about 600 hectares from area B near Ksamil where a residential tourist complex is currently under construction.

According to the mission "the removal of 600 ha from the National Park, has not been notified to the World Heritage Center and represents a change in the protection regime of a sensitive part of the buffer zone and possibly even of a small part of the World Heritage property that now lies outside the borders of the National Park".

The mission has informed the Albanian authorities that it is waiting for an official request to Unesco for this change undertaken by the Albanian government without the organization's knowledge.

The mission has asked the Albanian authorities as an urgent matter, to clarify to the World Heritage Center what are the current protection measures for all the World Heritage property that is included in the Butrint Park and its buffer zone within the boundaries of the park.

The Albanian government has decided that the management of the Butrint National Park will be carried out by a foundation created by the Ministry of Culture and the Albanian American Development Foundation for a 10-year term, with the right of renewal.

The law was approved by the Assembly in May 2022 and caused protests and heated debates from civil society and opposition MPs, who suspect illegal and unconstitutional exploitation of a large asset of the country, which can be damaged by management through this form.

A group of 36 opposition MPs asked the Constitutional Court to annul as unconstitutional the law on the administration of Butrint National Park.

The Constitutional Court, in an unusual gesture, a few days ago, made a change in its procedures, asking the government for the UNESCO report and the reopening of the plenary session on Butrint./ VOA
