Socialist MP Elisa Spiropali has sent an email to 140 members of Parliament, through which she presents a draft for profound constitutional and electoral reform, as well as a no-confidence motion that envisages the transfer of leadership of the Executive to her through a 100-day transitional program.
This is what Vizion Plus television writes , which continues that in the proposed draft, Spiropali seeks changes in the political system and the method of parliamentary representation, including increasing the number of deputies in the Assembly from 140 to 201.
Another point of the package is the establishment of 100% open lists, with the aim of strengthening the direct representation of citizens and the influence of the preferential vote in the election of deputies.
The draft also provides for limiting the mandate of deputies to a maximum of three terms. The exception would be candidates who rank among the 50% of candidates with the most preferred votes in the respective district, who would be able to run for a fourth term.
The proposed draft also includes limiting the prime minister's term to two consecutive terms, with a break period defined in the Constitution.
Regarding the election of the new head of government, the draft foresees that the prime minister must receive the support of at least 104 MPs, i.e. more than 103 votes, to ensure a broader parliamentary consensus.
Through this communication, Spiropali calls on MPs to join the initiative as co-proposers, presenting the package as a change in the public interest.
A day earlier, in her open letter to Prime Minister Edi Rama, Spiropali called for a political solution to the protest, dialogue with citizens, and changes in the way of governance.
