How the pension scheme is expected to change. Expert Hasa: The right time for

After almost 9 years since the reform undertaken, the Government is reconsidering the possibility of changing the pension scheme. Social Security expert Naim Hasa lays out the possible options.

According to him, the 2014 reform fulfilled its mission and now the time has come to establish the forced self-capitalization system, which will require a division of the contribution into two parts, a social contribution that will have to cope with the current pension system and a part of individual contribution, which will flow into the pension fund's own accounts.

But the need to intervene in the law is related not only to the fact that the scheme continues to be in deficit, currently the deficit level is 2.24% of the gross domestic product, but also to the fact that the benefit measure or the income level of a pensioner continues to be low.

In the interview given for the "Box to Box" show, Hasa said that the deficit in the scheme is a direct consequence, apart from unemployment, informality or even the real non-declaration of wages, of the contribution scheme for the self-employed. Currently, farmers pay many times less compared to the self-employed in the city, but the measure of benefit or pension is the same.

In addition, low participation is a problem, which means that only 10 percent of farmers pay contributions today. Based on the low amount of pension for those who are currently in the scheme but also those who are new, the social security expert says that this is the right moment for the approval of the vital minimum, which will give the elderly the opportunity to have dignified pensions.
