Apartment prices in Tirana continue to rise, both in the areas near the center and on the outskirts. For the past 3-4 years, according to real estate agents, apartments within the yellow construction zone have been offered at sale prices above 1,500 euros/m².
From the field observations of " Monitor" and data from real estate agencies, there has been a price increase of 5 to 27% in both the buildings being built in the suburban areas and those in the center for February 2025, compared to the same period last year.
Meanwhile, the sale prices of new apartments within the Small Ring Road remained unchanged compared to last year. In new constructions in this area, the offered price continues to start at 2,300 euros/m².
In the former Bllok, one of the most expensive areas of the capital, apartment sales prices have reached 5,000 euros/m². The building that is being completed on the site of the former Ferdinand villa, according to the sales office, offered apartments at prices from 4,500 to 4,800 euros/m². There are no more free apartments for sale in this building.
In 2023, when work on this facility began, as previously stated by the sales office, reservation prices started at 3,500 euros/m². The increase in this facility ranges from 22 to 37%.
In the other building on "Brigada" street, opposite the "Rebeca" bar, in the former Blloku area, which is being developed by the same company, apartment prices according to the sales office are 5,000 euros/m².
A significant increase in prices has also been recorded in the Paris Commune area.
In one of the residential complexes being built in this area (next to the Civil Aviation building where the facility is in the pit development phase) booking prices start at 3,000 euros/m².
Further, in one of the completed residential complexes on “Haxhi Kika” Street, the sales prices, according to the sales office, are 2,700 euros/m². The sales office representative claimed that only two apartments remain for sale.
According to them, payment can be divided into two installments, 70% of the value at the time of booking and 30% of it must be made after 6 months.
At the "White Tower" building on "Robert Shvarc" street, the price is 2,700 euros/m² from 2,300 euros in the construction pit phase in 2023. The increase is 17%.
Meanwhile, at the residential complex being built near the Olympic Park and the Artificial Lake, where the development of the facility is in the pit phase, prices for reservation purchases, according to the sales office, start from 2,400 to 2,700 euros/m² depending on the typology and location of the apartment.
Last year, the minimum price in this complex was offered at 2,200 euros/m². The increase is 9%. While the maximum value reached 2,900 euros/m² (7% less than last year).
Even in apartments near the Artificial Lake Dam, the sales price this year is 2,700 euros/m².
Meanwhile, on the front line of construction, in one of the new complexes that has begun work on Tirana's New Boulevard, the sales office claims that reservation prices for apartments start at 2,700 euros/m².
After the first line of construction on the New Boulevard, in the residential complex "Sanpaolo Bulevard", according to the sales office, prices this year are 1,900 euros/m² from 1,400 euros/m² in the previous year. An increase of about 36%.
Compared to 6 months ago, prices in this facility have increased by 26%. The sales office claims that prices are expected to increase from June due to high demand. The development of the facility is in the carbine phase.
How expensive has the suburbs become?
Significant price increases are observed in some suburban areas.
In the Astir area, last year the sale prices for apartments on the first residential line fluctuated between 1,200 and 1,300 euros/m². This year for new constructions, prices start at 1,400 euros/m². The increase is between 7 and 16%.
In the Fresku area, apartment sales prices reached 1,100 to 1,200 euros/m² last year. This year, resale prices are 1,400 euros/m².
The increase is from 16 to 27%. For real estate agents, the increase in prices in this area has been influenced by the development of infrastructure that allows direct access for residents to Durrës and the Grand Ring Road.
Before entering Fresk, on “Kokonozëve” Street, prices in new construction complexes continue to be 1,500 euros/m². The price has not changed compared to years.
In Shkoza, prices in new residential complexes along the Great Ring Road have reached 1400 euros/m².
In Paskuqan, prices in 2023, from 850-900 euros/m², due to high demand, reached 1,050 euros/m², according to real estate agents. This year in Paskuqan, prices reached 1,200 euros/m². The increase is 14% compared to last year.
In Kashar, sales prices have increased from 1,000 euros/m² last year to 1,200 euros/m². The increase is 20%.
In the area known as "Ulliri" in Kamza for the new residential complexes that are being built, according to the sales offices, the reservation prices in the first phase of development start from 750 to 900 euros/m². In the carbine phase, 800 euros/m² and upon completion of the facility, the offered price is 900 euros/m².
Builders: Price increase due to taxes
For builders, the main factors that continue to influence the increase in costs and prices are the increase in infrastructure impact tax liabilities following the increase in reference prices.
Builders have also experienced increased direct costs from the successive increase in wages for workers, which they say have reached up to 1,500 euros per month. Construction materials have also become more expensive.
After the increase in reference prices, the obligation for the infrastructure impact tax calculated on these prices increased by 50 euros/m² according to builders.
Around 150 euros/m², according to a builder, is estimated to be included in the construction cost, the prepaid obligation to the Municipality of Tirana for the infrastructure impact tax, including the social housing tax calculated with the taxable area that will be transferred to the social housing fund.
According to the document made available to "Monitor", it turns out that the prepaid liability by the company for the infrastructure impact tax is 2.7 million euros.
The tax is paid after the approval of the building permit for the developer of the facility. Including the 3% housing tax, the obligation for both taxes, according to him, is worth 3.7 million euros.
It is a 14-storey building with a construction area of approximately 23 thousand m², where the Municipality of Tirana, based on the law "On social housing", calculates that the taxable area that the developer is entitled to transfer to the public social housing fund is 694.7 m² (which is calculated from the total residential area of 23,156.6 m²).
According to this builder, converted into lek, the housing tax liability is estimated at around 1 million euros (694.7 x 1,500 euros/m² = 1,042,050 euros).
"The decision to approve the construction permit stated:
1. To approve a building permit for the "Residential and service building 6, 7, 9 and 14 floors with 3 floors of underground parking, on "Jordan Misja" street, Unit No. 9.
2. The construction permit period is 60 months according to the construction schedule. This period starts from the date of commencement of construction works.
3. The developer/entity, according to the agreement between them, is authorized to pay the infrastructure impact tax, in the amount of 267,341,113 lek.
4. The construction permit form is given to the developer only after confirmation of payment for the infrastructure impact tax by the General Directorate of Local Taxes and Tariffs, submitted electronically, through your account on the e-Albania portal.
5. The developer is subject to the provisions of Law No. 22/2018 "On Social Housing", according to the application made on 31.10.2023, which has filed a notarial declaration in the system, declaring that it will transfer 3% of the total functional residential area, in construction area, as a social housing fund. The taxable area that the developer is entitled to transfer in favor of the public social housing fund is 694.7 m² (which is calculated from the total residential area of 23,156.6 m²).
Article 19 of Law No. 22/2018 “On Social Housing”, which entered into force on 01.12.2018, stipulates that: “1. Any private entity that, after the entry into force of this law, applies for a development and construction permit for buildings with a residential construction area of over 2,000 square meters, ensures the transfer without compensation of at least 3% of the functional area, under the conditions of adequate housing, in favor of the public social housing fund.
This area, in case of impossibility to be given in the construction area of the residential building being built, may be given in another residential construction area.
The frequent increase in apartment prices has increased the years of return on investment through rental in Tirana.
According to real estate agents, the maximum return on investment through rental for apartments in the capital ranges from 20 to 25 years.
In Europe, the optimal return on investment of buying a house through renting is 12 to 15 years.
In Albania, the rental yield indicator continues to remain higher for areas outside the center than those in the center.
According to "Numbeo", this indicator for Tirana in 2025 is 5.73% for apartments outside the center from 5.45% in 2024 and 4.51% for those in the center from 4.47% (the higher the indicator, the lower the years of return on investment).
The rental return is calculated as the ratio of the annual rent to the purchase price of the apartment, expressed as a percentage.
According to real estate agents, apartments in downtown areas have a fairly high price difference compared to apartments in the suburbs. While in terms of rent, the differences are not so high.
Other real estate agents recommend reselling apartments, as the profitability is higher due to the increase in prices.
"In some areas of Tirana, within 5 years, the value of the house has doubled due to rising prices.
So if the property is resold, the owner's profit from the resale is high. Property sales prices have increased year on year, due to the increasing trend in demand, the increase in builders' costs, and mainly influenced by the increase in quality.
The facilities being built in Tirana are true residential complexes that offer a range of services to the property owner.
"They do not anticipate that property sales prices in Tirana will decrease," claims Ilda Zaloshnja from "The Point" agency, an expert in the real estate resale market.
