The government again changed the 2023 budget with a normative act.
The act, which was published in the Official Gazette, does not change the main budget indicators, income, expenditure and deficit, but reallocates some expenditure items. In the new normative act, the budget, reserve fund and contingency funds which were not used until this moment are redistributed.
According to the latest changes, the contingency of 14,980 million ALL is used by decision of the Council of Ministers for unforeseen cases, from which:
The fund of 1 billion lek is used to pay part of the difference in the magistrate's salary from January 1, 2019 onwards, according to the reasoning made by the Constitutional Court in decision no. 35, dated 22.1 1.2022.
The fund of 1.4 billion lek will be used to support the needy, according to the provisions approved by the decision of the Council of Ministers.

While the contingency for debt risks of ALL 4.9 billion is used by the responsible minister to compensate potential risks from fluctuations in exchange rates or interest rates, with an impact on interest expenses.
A fund of 3 billion lek is used in the form of a loan from the state budget for the air navigation society.
The 200 million lek fund in the "Sports Development" program of the Ministry of Education and Sports is used to support the National Football Team within UEFA.
