Yesterday marked four years since the earthquake that hit our country, leaving many dead and bringing destruction to homes, businesses or public works. But actually now after four years what has been rehabilitated. At what stage is the reconstruction process, how many families were able to have an apartment? According to the data published by Vox News, the reconstruction cost almost 118 billion ALL, or almost 1.1 billion euros at the current exchange rate. In the budget approved in principle for the next year, the government has provided another 7 billion ALL.
But do we have an inventory of work done? Is there a deadline for when this process ends? According to Open Data findings, the Albanian government does not yet have an inventory of where we are with dealing with and rehabilitating the consequences.
Today, after four years, we still do not have defined data for:
- the number of families sheltered through the Reconstruction Program
- reconstructed public works,
- families treated with individual grants,
- progress in reconstruction for these cases or
- completed public works.
Similarly, according to Open Data Albania, the budgetary discipline for the financing of this project is a missing process where no planning, grant, contracting, allocation and realization data match what is declared.
What has happened so far according to available data?
On February 17, 2020, the Albanian government presented at the Donors' Conference in Brussels held by the European Commission, the need for assistance for the post-earthquake reconstruction program at a cost of over 1 billion Euros. In this conference, donors and friendly countries, based on the financial requirements for recovery, promised help and credit for Albania as a country damaged by the earthquake in the amount of 1.15 billion euros or about 140 billion Lek.
- In the fourth budget year of this program, 2023, according to Open Data Albania, the state budget has consolidated until March 2023 only 75 billion ALL (2022 is 16.6 billion, 2021 is 29.5 billion, in 2022 is 28.9 billion ALL and in 2023 only 5 billion Lek). Meanwhile, through 11 municipalities and the Albanian Development Fund, the government has announced public procurements and winners for 856 tenders with a total fund limit of 96.65 billion ALL, of which 84.69 billion ALL results from contracts. The difference in reconciliation becomes deeper by analyzing that apart from public procurements, the Reconstruction Program has distributed 11.5 billion ALL in individual grants. Individual grant plus public procurement require about 108.15 billion, while the state budget without detailing the works and facilities gives only 75 billion to this program. The year 2024 plans another 7 billion. The difference still remains and none of the Ministers of Finance who have exercised their duties in this period have made explanations in the parliament for such budget mismatches.
