$54 million available to municipalities for natural disasters. How and when

Local self-government units that need funds for the purpose of Prevention and Management of Natural Disasters have a deadline to apply starting this month and until January of next year.

In the conditions when the winter season has started, which is associated with numerous floods, the municipalities also assess the risks they face and take the necessary measures. This fund is a financial mechanism that supports the national policy of regional and local prevention and management of natural and other disasters.

For the year 2024, the Fund for the Prevention and Management of Natural Disasters is part of the fund allocated in the 2024 budget in the "Civil Emergencies" program, in the Ministry of Defense and amounts to nearly 5.4 billion lek or 54 million dollars.

The evaluation of the projects according to the applying local self-government units is done by the decision of the Commission for the Prevention and Management of Natural Disasters, which is chaired by the Director National Civil Protection Agency.

The Commission for the Prevention and Management of Natural Disasters approves; specifications, rules and criteria for the financing of infrastructure projects and for the purchase of equipment for the Prevention and Management of Natural Disasters, as well as the evaluation of projects.

The Natural Disaster Prevention and Management Fund should prioritize investment projects in the process. The part of the financing of projects in the process is placed in the list of investments of the Ministry of Defense, in accordance with the progress of the project. The Ministry of Defense may request reallocations between the projects of the Prevention and Management of Natural Disasters Fund, according to the procedures approved for public investments.

The projects selected by the Commission for the Prevention and Management of Natural Disasters, through the Ministry of Defense, are sent for approval to the Council of Ministers by February 15 of the current year. The Council of Ministers approves the winning projects, as well as the contracting authority for the implementation of projects according to local self-government units, by February 28 of the current year. The Natural Disaster Prevention and Management Fund is not inherited in the next budget year.
