With the NATO Summit in Madrid, the Transatlantic Alliance is preparing for the largest improvement in defense capabilities since the Cold War. A new Strategic Concept will be adopted describing Russia as "the most important and direct threat to the Alliance." While China is mentioned for the first time as one of the future challenges for NATO, even though the Alliance does not share a border line with it. That is why heads of state who are concerned about China's growing military and technological capabilities, such as Australia, Japan, South Korea and New Zealand, have been invited to attend a Summit for the first time. of NATO.
Albania needs to update and contextualize the National Security Strategy in accordance with the obligations arising from the new NATO Strategic Concept, given the activity of the above actors and their allies in the region.
The latest NATO Strategic Concept, of 2010, assessed the risk of war in Europe as low. According to this document, the most important danger for NATO was the apathy of the members, which was also expressed in the non-fulfillment of financial obligations. At that time, Europe believed that it had settled the accounts once and for all.
However, the seismic shock caused by Russian aggression in Ukraine changed everything. NATO's reaction surprised the Kremlin, which has long sought to pit Alliance states against each other by digging into the differences between them. NATO has been quick to deploy additional troops to the Baltic states and Romania, in support of its eastern and southern wings. While some of the allies decided to support Ukraine militarily. Germany said goodbye to its traditional security and defense policy. Another surprise for Russia was the decision of Finland and Sweden to abandon the policy of non-alignment and start NATO membership procedures.
As the US has to take care and use part of its resources in the Indo-Pacific, Europe is expected to bear a heavier burden in terms of collective defense. Thus, Europe must prepare to be the first response to crises on the periphery of NATO, demonstrating greater European strategic responsibility, rather than the strategic autonomy demanded by French President Macron before the start of the war.
The new security environment in Europe requires additional military spending going beyond the target set at the Wales Summit of 2014. The former target of spending 2% of Gross Domestic Product on military needs is now seen more as a “floor Rather than a "ceiling". Therefore, in Madrid, NATO leaders will again commit to both discouragement and defense policies.
The Madrid Summit is expected to intensify support for Ukraine in order to completely transform its army with modern NATO equipment. Although the membership of Ukraine and Georgia was promised at the Bucharest Summit in 2008, this process has not materialized.
The summit is also expected to reaffirm support for partners such as Georgia and Bosnia and Herzegovina through political and practical support to strengthen their resilience to prevent any possible aggression.
Notwithstanding the above context, the “Defender 21” exercise conducted over the years in Albania with the aim of increasing interoperability between Allied forces; the fact that Bosnia is on the Summit agenda; It should be noted that the policy for the southern wing of NATO, which includes the Western Balkans, has changed little.
Given the need to guarantee a safe environment against any possible aggression, NATO is present in Kosovo and Bosnia and Herzegovina, as it has increased investment in our region on security issues. However, NATO has not yet taken any initiative that would finally anchor in its ranks the countries that aim for membership.
The Western Balkans is a region where transatlantic democracies have the greatest range of leverage and the most powerful diplomatic and military means, not only to prevent and curb violence and aggression, but to create an environment conducive to democratic progress. The fact that the West is united as never before since the end of the Cold War should be used as an opportunity to conclude the process of anchoring the region to NATO, as the best opportunity for a secure region.
