The Council of Ministers decided to transfer the judicial reevaluation offices under the administration of SPAK and the Ministry of Justice, after the Special Chief Prosecutor Altin Dumani will assume the powers of public commissioners from January 1, 2025.

The end of the mandate of public commissioners Florian Ballhysa and Irena Nino at the end of this year will be followed by the taking over of the baton by the special chief prosecutor who will represent the appealed cases at the KPA.

This decision comes with the end of the mandate of the Independent Qualification Commission and the Public Commissioners, which will be dissolved on December 31st.

The mandate for the continuation of vetting in the second instance expires in June 2026. Meanwhile, during the 6-year triple control process, 805 officials were checked in the first instance of vetting, of which 268 were not confirmed in office.

Currently, 42 judges and prosecutors remain to be reviewed by the KPA after appeals.

On the other hand, 130 dismissed judges and prosecutors in Albania have appealed to the Strasbourg court.

However, the European Court of Human Rights has so far expressed its claims with only one decision to reinstate prosecutor Antoneta Sevdari, for whom the process that was conducted in her country was considered disproportionate.
