Journalist Elton Qyno , invited to "Syri TV", has commented on the investigation launched by the Special Prosecution Office (SPAK) against Deputy Prime Minister and Minister of Energy and Infrastructure, Belinda Balluku .

According to Qynos, this is an important development, as it shows that SPAK has reached the highest levels of power, up to the acting deputy prime minister. 

"This is news of great public interest, because it is related to the way tenders were conducted at the Ministry of Infrastructure and Energy," he said.

The case, according to the journalist, has been registered since 2021 and is related to the tender for the monitoring and supervision of works in the Llogara tunnel. It is a case that has been previously denounced by the media, regarding the way in which concession contracts for the construction and supervision of the works were awarded.

According to the documents, the Ministry of Infrastructure has opened two tenders, one for carrying out the works and another for their supervision.

Four companies, which formed two economic operator associations, participated in the second tender. Two of them, HILL INTERNATIONAL NV and Valter Begaj's NET GROUP,  were declared winners, while the other two were disqualified.

Qyno emphasizes that Valter Begaj has friendly relations with Ervis Berberi and Ervis Lami, who are involved in another investigative case for tender abuses at the ARRSH.

SPAK investigations have revealed that four telephones were seized from Berber's apartment, which were examined and analyzed electronically.

From the communications found between Berber, Balluk and other officials of the bid evaluation committee, it emerged that the 2 million euro tender was predetermined, while the committee's procedure was fictitious.

Based on this data, SPAK has registered a second investigation to expand proceedings in another episode of corruption.

Journalist Qyno said that "the entire procedure was rigged through negotiations that these senior officials conducted among themselves, which is why Balluku is in this legal situation today."

According to him, the tender was held in December 2021, and since almost five years have passed, the investigation is within the time limit for filing charges. If measures are not taken within this deadline, the criminal offense is automatically time-barred.

Of course, this is news, due to the fact that SPAK has not only reached the level of the acting Deputy Prime Minister, Mrs. Belinda Balluku, but it constitutes news and interest not only for the general public, but also for the public in particular regarding the matter for which Balluku has been investigated and for which he is soon expected to be charged with violating equality in tenders, but also abuse of office.

It is a situation that has been recorded since 2021, an issue that essentially constitutes the time when a tender was awarded for the monitoring of the supervision of the works in the Llogara tunnel. It is a case that has been denounced by this television, but also by other media outlets, for the way in which not only the concession contract for the construction of this tunnel was carried out, but another contract related to the supervision of the works was also denounced.
This means that the Ministry of Infrastructure, in addition to opening the tender for the performance of the works, has also opened a second tender for the supervision of the works.

And in this second tender, it turns out that 4 companies participated, which have formed a union of economic operators and it means that 2 companies have entered together, while 2 other companies have entered together with a platform called BOT.

The two companies that entered and competed together are HILL INTERNATIONAL NV and NET GROUP of Valter Begaj, a very close friend of Ervis Berberi and Ervis Lam, who are in a second investigative case and have been taken into custody in relation to the abuse of tenders at the ARRSH.
Meanwhile, the other two companies were disqualified from this tender worth 2 million euros and then the winners were declared precisely the people of Ervis Berberi, but also the people close to Belinda Balluku.

I made this parenthesis because I want to say that the issue did not arise specifically to investigate this contract; the issue arose to investigate the manner in which tenders were formalized in the ARA by some officials and directors of this directorate.

At the moment when SPAK went and carried out investigative actions against these subjects, whether Valter Begaj, Ervis Berberi and other gentlemen, who are already defendants, 4 telephones were seized from Ervis Berberi's apartment.

All four of these phones were electronically examined and expertly tested for the purpose of this first proceeding, but in fact, after verifying the messages that Ervis Berberi sent to Belinda Balluku and other officials, members of the bid evaluation committee, it turned out that this other tender and this contract worth 2 million euros had also been predetermined.

And under these conditions, in parallel with the first investigation, a second investigation was launched. There is an expansion of the investigations into another episode of corruption.  From the conversation between Berber and Belinda Balluku, it resulted that this tender was predetermined and the entire procedure of the bid evaluation committee at the ARA was totally fictitious, since everything was rigged through the negotiation that these senior officials had with each other, which is why Balluku is in this legal situation today, regarding the accusation that is expected to be made against him next week.

Since the tender was held in December 2021, from the moment the criminal offense was committed until the moment we are today, we are within the time limit for investigating a file and communicating the charges.  If measures are not taken within a 5-year period, then the criminal offense is time-barred and automatically amnestied, through the deadline, because every criminal offense has a deadline for investigation.
