The secretary of the Shkodra Prosecutor's Office, citizen KG, has been dismissed from her position and is under investigation for committing the criminal offense "Disclosure of secret acts or data".

She is suspected of having de-conspired the operation for the arrest of Ibrahim Lici, who is in Turkey and has been declared wanted for several murders in Shkodër.

According to the announcement of the Prosecutor's Office, the citizen KG took a photo of the official letter of the Directorate of Foreign Jurisdictional Relations at the General Prosecutor's Office sent to the Prosecutor's Office at the Court of First Instance Shkodër, through which the forwarding of the necessary documentation was requested in order to submit the request for extradition from Turkey to Albania by Ibrahim Lic. 

"Information has been collected that shows that the document published in the media was first photographed by the citizen KG, with the duty of secretary in the Section of Executions and Jurisdictional Relations with Foreign Affairs in the Prosecutor's Office at the Court of First Instance Shkodër, and then passed by her camera mobile, distributed and published in the media." it is stated in the notification of the Prosecutor's Office.

The prosecution at the Court of First Instance Shkodër has registered criminal proceedings no. 1506, dated 26.10.2022, for the commission of the criminal offense "Disclosure of secret acts or data", provided for by Article 295/ai of the Criminal Code, after the publication and distribution in several electronic media of an official letter of the Directorate of Foreign Jurisdictional Relations at the General Prosecutor's Office sent to the Prosecutor's Office at the Court of First Instance Shkodër, through which the necessary documentation was requested in order to submit the request for the extradition from Turkey to Albania of an Albanian citizen. 

Given that on the letter published in the media it was found that the entry number of the protocol of the register of the Executions and External Jurisdictional Relations Section of the Prosecutor's Office at the Court of First Instance of Shkodër was noted, suspicions have arisen that it was photographed and then distributed after entering this institution. 

In these circumstances, a special investigative group was set up, which carried out a series of investigative actions with priority, such as examining the necessary film footage, questioning and confronting persons with knowledge of the criminal offense, examining mobile devices, etc. 

Si rezultat i hetimeve të deritanishme, janë grumbulluar të dhëna që tregojnë se shkresa e publikuar në media është fotografuar fillimisht nga shtetasja K.G., me detyrë sekretare në Seksionin e Ekzekutimeve dhe Marrëdhënieve Juridiksionale me Jashtë në Prokurorinë pranë Gjykatës së Shkallës së Parë Shkodër, e më pas kaluar nga aparati i saj celular, shpërndarë dhe publikuar në media.

Ndaj shtetases K.G., është marrë menjëherë masa e ndërprerjes së marrëdhënieve të punës në prokurori, ndërkohë që po procedohet edhe penalisht për kryerjen e veprës penale “Zbulimi i akteve ose të dhënave sekrete”, parashikuar nga neni 295/a i Kodit Penal. 

In addition, investigations continue for the discovery and identification of other persons involved in the keeping, distribution and publication of the letter in question and other secret data, with the aim of fully determining the fact and the legal responsibility of each of them.
