The Minister of Defense, Pirro Vengu, in a statement for the media, spoke about the flood situation in Vlora, after the Emergency meeting. Vengu said that the rains were of high intensity, while he also stopped at other causes, saying that the pumping system and Hidrovor were not in optimal conditions. He announced new investments for Hidrovor, while at least the compensations are expected to include not only housing, but also businesses.
Minister Vengu's pronunciation
We held a second meeting of Vlora Emergencies, with the Prefect and the Mayor and all the structures, whether military or civil emergencies, that have been engaged in the field. We have 250 civil and military forces on the ground, in all the affected areas, that is the triangle between Romina Arbana street, the Orthodox Church and the historical quarter, which still remain a part of the affected buildings and garages under water. 62 are evidenced as such, the forces are committed to freeing the water to put the pumping stations in full functionality, which had difficulties the previous evening due to that flood, so that the waterworks continue their work in optimal conditions. We are making it possible to document damages to be close to citizens and businesses. The historical neighborhood has had problems, we have 5 groups of the municipality there, because it is the moment to stand by all the citizens, to document the damages and to use all the financial instruments that we give, either to the municipality or to the emergency services, to compensate the residents for the damages that are ascertained. In a short period, we will give you the financial resources.
The reasons?
There are objective reasons, we have a situation where 20 cm of water flooded in a few hours. There are also technical reasons related to the infrastructural network and evacuation of sewage and white water at the municipality and district level. It is evident from the teams on the ground that they are seeing, from the collectors to the hydrovores and the pumping stations, the situation has not necessarily been in optimal conditions. We need to react and improve through investments in the coming weeks.
The intervention was quick and appropriate, despite the fact that the teams do not move with media or photos, it does not mean that they were not in the field. There were three critical hours from 15:00 to 18:00 yesterday afternoon where the flood was at its peak and difficult to manage. And access has been difficult. Since that moment, both the FA's high passability vehicles and the roadways have been available, the good news is that all axes are passable.
We have doubled and we are waiting for 10 pumping tools to join us, 2 with very high pumping capacity that are used only for the cases of the Armed Forces. The release of water from the underground of the buildings is a priority, we will proceed step by step, we will expand the situation in the buildings.
Will businesses be compensated?
The legislation provides for a compensation scheme that prioritizes affected individuals and families. Businesses have other instruments that we are considering, such as refunds through the tax instrument and evidence of damages will also determine the value of the tax instruments, it is assumed that businesses have other instruments, whether insurance. We will not exclude anyone, be it individuals, families and businesses, we will stand by them.
