The police of Gjirokastra have arrested Julian Nakuçi , an engineer by profession, after he is accused of falsifying documents in cooperation with the former head of the Cadastre in Gjirokastra, Florian Taçi and the former topographer of the Cadastre, Alban Memishaj .

More specifically, the three in cooperation with each other, have compiled survey plans and property evaluation reports with forged licenses.

In the announcement distributed today by the Prosecutor's Office of Gjirokastra, these licenses were used at the State Cadastre Agency in Gjirokastër, (ASHK-Gjirokastër), but also at the Cadastre Directorate in Tirana. One of these plans was the compilation of documents that would lead the government to sign the lease of 122 hectares of pasture to the entity "FAETHON", sh.pk" for the construction of a photovoltaic park in "Stojan" of Libohova, even though the land had owner.

Regarding this project, on February 14, 2024, the government approved the construction of the power plant at the meeting of the Council of Ministers. This piece of land has already been placed in preventive sequestration. Meanwhile, checks were also carried out in the offices of the "FAETHON" company in Tirana, where the license and construction documents of the photovoltaic park were also seized.

Notice of the prosecution:

The Prosecutor's Office at the Court of First Instance of the General Jurisdiction Gjirokastër, following the investigations of criminal proceedings No. 51 of 2024, in cooperation with the Economic Crime Sector in the Gjirokastër Local Police Directorate and the General Police Directorate, executed the security measure "Arrest in prison" in charge of the citizen Julian Nakuçi, as a person suspected of the criminal offense "Forgery of documents", carried out in cooperation and more than once, provided by article 186/2 of the Criminal Code.

This citizen, in cooperation with previously arrested citizens Florian Taçi and Alban Memisha, compiled survey plans and property evaluation reports, using in dozens of cases forged licenses with the names AT, DH and "Geo-Spital" studio.

The resulting licenses were used not only at ASHK-Gjirokastër, but also in the Directorates of ASHK in Tirana.

In the framework of this proceeding, the court's decision was also executed for the placement under preventive seizure of an area of ​​122 (one hundred and twenty-two) hectares of pasture, located in the place called "Stojan", Libohove Municipality, registered in violation of the law by the citizen Florian Taçi, former head of ASHK Gjirokastër, with the aim of favoring the entity "F", for renting this area for 98 years for the construction of a photovoltaic park, violating the property rights of some citizens.

For this purpose, control was exercised in the offices of entity "F" in the city of Tirana, where it was possible to seize the documents related to the equipment with a license for the construction of a photovoltaic park.
