The President of the Republic,  Bajram Begaj, has sent a letter to the Assembly regarding the microcredit scandal, where victims of robbery have become a large number of individuals, who mostly belong to the layers of society that, as a rule, are vulnerable and without means of protection .

The President of the Republic communicated today to the parliamentary commissions of laws and the economy the findings and conclusions that come after the institutional communication and the information from the Bank of Albania and the Ministry of Justice about the steps taken by them to deal with the situation.

Letter of the President, Bajram Begaj :

Legal supervisory systems are established to protect, first, these layers. The spread to a large number of people and for a relatively long time of this scheme of abuse has created spaces to cast doubt that the surveillance systems have not worked or that they have been deliberately prevented from working.

These claims are of real concern and require convincing refutation by all competent institutions.

I have followed closely and I support the criminal proceedings that have started and are clarifying the role of the actors involved and the entire criminal mechanization, but I cannot remain without stating that we are facing a flagrant case of abuse, which has been extended over a relatively long period of time. long and, moreover, a criminal offense committed by entities that have been, due to their function, under the supervision of state authorities (microcredit companies under the supervision of the Bank of Albania, while private bailiffs under the supervision of the National Chamber of Private Bailiffs and the Ministry of Justice)" 

Along with the concern for the serious consequences that this abusive scheme has imposed on the backs of a very high number of citizens, who belong to the vulnerable strata and without means of protection, the President of the Republic raises awareness of the need for a strong, coordinated and efficient response of all competent structures, to dominate not only this scheme of abuse, but to ensure that such events in the future are prevented in the genesis.

Public sensitivity to the abuse of NPL administration is very high and citizen concern is legitimate. The matter will create peace when the public perceives that the institutions are in full tune with this concern, have identified and are working on the appropriate solutions. Citizens need to understand that the state and institutions are with them and against abusers.

This issue cannot be resolved through politicization or unnecessary rhetoric.

The Assembly is the most accurate and competent address to give the phenomenon a complete, successful, final and irreversible solution. As the President of the Republic, I express the belief that the messages contained in this letter will receive the appropriate institutional attention.

Parliamentary commissions have sufficient legal instruments to supervise the institutional response and lead the process of legal improvements.
