Details from the SPAK file on Belinda Balluku and the luxurious villa in Palasa that was seized the day before, obtained in a corrupt manner, have been revealed.
Communications from 2020, included in the dossier, shed light on how Balluk's luxury villa was designed and furnished.
In an email dated September 14, 2020, businessman Alban Eftimi informs Balluku of the interventions they were making in the villa that was under construction.
"I'm sending you a review. We have the idea that even if you decide to rent it out one day, users can feel pampered just like in a hotel. The stairs between the 2 buildings have creeping greenery on both side walls. On one side of the pool, you can go down with stairs and there is a dining table at the same level as the water to enjoy the "infinity pool" to the fullest. The pool on the edge towards the sea also has a plan to place glasses and some plates. On the 2 side wings of the houses at the entrance level and the suites, 2 hydromassage bathtubs have been made (see Roccabella hotel in Santorini). We will still work on the suites with variants. The kitchen-living room and wardrobe partitions in the "master bedroom" are accordion. A good part of the spaces around the pool are covered with "teak" for a slightly warmer, slightly yacht-like "feeling". Consider it as an alternative when we finish the renderings and if it doesn't work out, we'll go back to blue marble," it says in email.
Four days later, Eftimi also sends Balluk the document "Twin Villas in Palas", which includes the floor plans and projects of the two villas.
The document consists of 11 sheets, where the first sheet contains the note "Twin Villas Palasë", while the others contain floor plans and projects of the surfaces of the two villas.
According to SPAK's investigations, the villa was initially built up to the carbine stage with the investment of Igli Tare.
Further works have been undertaken by businessman Arbër Abazi, owner of the company “Alko Impex General Construction.” This company has won the tender for lot 7 of the Grand Ring Road.
