The Council of Mandates and Immunity will meet today at 12:00 on SPAK's request for the arrest of Deputy Prime Minister Belinda Balluku. The Council members are meeting at a time when the Constitutional Court has not yet issued a decision on the Balluku case.
The Socialists have refused to consider SPAK's request to lift Balluk's immunity until the Constitutional Court issues a decision. The latter considered the government's appeal in a public session on January 22, but there is still no decision on the case, as the constitutional judges need more time.
It remains to be seen whether the Mandates Council led by Niko Peleshi will consider the request of the Special Prosecution Office, or, like the "Constitutional" one, will ask for more time.
The GJKKO, at the request of SPAK, suspended Deputy Prime Minister Balluku from duty, accused of abuses with the Llogara tender, but Prime Minister Rama described this as a violation of his powers.
Rama took the Balluku case to the Constitutional Court, arguing that the GJKKO has violated the boundaries of another power, the executive power, by taking over his powers as prime minister to suspend or dismiss a member of the government.
Following Prime Minister Rama's request, the court temporarily reinstated Balluku until her case was reviewed on its merits by the "Constitutional Court".
Defendant for violations in the 190 million euro Llogara Tunnel tender and under investigation for 7 other prosecution procedures related to the construction of the Great Ring Road, SPAK has suspicions that Balluku, while in office, risks destroying investigative evidence and intimidating witnesses.
