The Special Court has decided to revoke the seizure measure on several assets related to former judge Shkëlzen Selimi and persons associated with him, finding that the legal conditions for the continuation of this measure are no longer met.

The decision was made on September 22, 2026 by Judge Flora Hajredinaj, at the end of a process initiated following the request of the Special Prosecution Office against Corruption and Organized Crime.

According to the official announcement of the GJKKO, SPAK had filed a request on November 3, 2022 for the confiscation of real estate owned by Shkëlzen Selimi and persons associated with him, relying on the law on preventive measures against property.

But at the end of the judicial review, the GJKKO decided:

“Revocation of the seizure measure, imposed by decision no. 10, dated 23.04.2021 […] due to failure to meet the legal conditions for its continuation on the assets subject to this trial.”

The decision affects three immovable properties. One of them is owned by Shkëlzen Selimi, while the other two are registered in the name of a person identified by the court with the initials KS.

In this way, the assets are released from the seizure measure, which restores to the owners the right to administer and dispose of them, if the decision enters into force.

The court has ordered that the decision be forwarded to the Agency for the Administration of Sequestered and Confiscated Assets. According to the provision, it will be executed 15 days after notification of the interested parties.

However, the decision is not necessarily final at this stage. SPAK has the right to appeal it within 15 days to the Special Court of Appeal.

The case began with the seizure of the assets in April 2021 and, subsequently, with the request of SPAK for their confiscation. The decision of September 22, 2026 changes the legal situation of the properties, as the GJKKO has assessed that the legal conditions for keeping them under seizure no longer exist.
