Journalist Elton Qyno provided some details tonight on "Top Story" regarding the SPAK arrest warrant for the head of SHISH, Vlora Hyseni.
It is said that Vlora Hyseni, once a week, drank coffee with Altin Dumani at his office (when the latter headed SPAK), while going to report on the information he provided about criminal groups.
Journalist Qyno stated that Hyseni was dismissed from her post in Kosovo by two presidential decrees, then returned to Albania, where she began her career as an advisor to the Prime Minister's Office, then as head of SHISH.
"The case is very serious, for the first time in history, a leader who is the cream of information and intelligence is being attacked and he is being attacked on duty. We have had other cases, from Çollari who was imprisoned, to Fatos Klosi who was prosecuted, Klosi was investigated and brought to trial by Dumani, then he was acquitted. Klosi was acquitted by the court on charges of abuse of office for 15 tenders.
We come back to the head of SHISH, the same prosecutor Dumani, who is bringing charges while on duty. She started her career in Kosovo, in the intelligence service. After Kurti fired her, this woman got a nice job as an advisor to the prime minister, then she was appointed head of SHISH.
I have read it as a trajectory that, after having a history of failure in Kosovo, this history came and catapulted him to Albania, not by merit, but by the strong connections he had with the government of Kosovo and Rama today. This was implicated with dark structures of the Belgrade secret service, it was then easily forwarded, two presidential decrees were issued to him. It is not strong ability and ability to be at the head of the secret services, but naivety.
The idea is that this entered SHISH, a service that has its own history and its own controversial figures.
This case puts it in two separate cases around the world, where people are arrested in the line of duty, one in Rwanda and one in Bosnia-Herzegovina. We are the third case. They are arrested in the line of duty.
Prosecuting the head of the intelligence service on two charges, such as supporting the perpetrator of the crime and revealing the investigative secret of the person who is duty-bound to protect it, is just one case. The question is how many times he might have done this with other individuals.
"This lady, once a week, would come to Dumani and have coffee in his office. Her duty was to inform him of any information she had about criminal groups. Then she would also inform the Ministry of Defense, and she would interact with the Military Intelligence Service ," Qyno said.
