The race to elect the new director of Albanian Radio Television was shrouded in accusations of illegality, after the Steering Council decided on Monday by majority vote to disqualify 3 out of 5 candidates on the grounds that they did not meet the qualification criteria.

Five other candidates had previously been disqualified for deficiencies in their application files.

During Monday's vote, candidates Eni Vasili, Kliton Rama and Ermal Hoxha were disqualified from the race, calling only two candidates to the hearing; Jetmir Shpuza and Aurora Polon, the latter the acting director of RTSH after Alfred Peza's resignation.

The Chairman of the Steering Council, Leka Bungo, denounced the decision as illegal and announced his appeal to the judicial authorities.

“It was an illegal decision, the criteria set out in the law were violated, disqualifying journalists from the competition and leaving a candidate like Aurora Polo, who is an engineer by profession, in the race,” Bungo told BIRN.

According to Bungo, the created impasse can only be resolved by ' dissolving the RTSH's governing council '.

Accusations against this decision came on Tuesday from representatives of the majority and opposition from the Parliamentary Committee for Education and Public Information, the body where members of the RTSH Steering Council are selected.

“The Steering Council invents rules that do not exist, disqualifies 8 candidates who meet every legal criterion, violating the law,” said Democratic Party MP Ina Zhupa, who heads the commission, in a Facebook post.
In a public statement on Tuesday, she called the disqualification of the candidates “madness” and accused the members of the Steering Council of exceeding their legal powers.

Zhupa's accusations were also supported by the socialist vice-chair of the commission, Evis Kushi, who in a reaction on Facebook said that she "cannot take any of her reaction away" and warned of Parliament's intervention in the process.

“I call on the Board of Directors to immediately return the situation to normal and allow open, transparent and meritocratic competition. The opposite would be self-destruction of the Board and Parliament would be forced to intervene in defense of freedom and the right to compete, taking drastic measures that we do not want,” wrote Kushi.
The previous director of RTSH, Alfred Peza, also went through a contested selection process, as he had a political career with the Socialist Party. Peza resigned from his post in June last year, while facing criticism for mass dismissals of journalists and employees of this institution during the one year he held the position.

The public broadcaster is in theory a politically independent institution, but the board of directors is elected by parliament, while the executive director is elected by the board. The current board members are chosen mainly by votes from the Socialist Party./Reporter.al
