IPARD FUNDS/ Two well-known Albanian businessmen took them for agriculture but

About 40 experts are expected to come to Albania to verify the destination of the IPARD program funds.

Brussels notified Albania a few days ago of the termination of these funds, following a report by the European Anti-Fraud Office, OLAF, an institution that investigates suspected abuses of European Union funds.

Three years of OLAF investigations prompted the European Commission to suspend Albania's most important agricultural aid program in mid-July, due to suspicions of corruption.

"Several projects financed as part of the IPARD II program were found with irregularities, such as the artificial creation of conditions to benefit from higher grants, illegal connections between bidders, inflated prices, failure to maintain original documentation, investments built in a different country from the grant contract, false offers, etc.," the European Commission's letter to the Albanian government reads.

DITA learned that two of the most problematic projects belong to the Albanian Riviera, specifically in Dhërmi and Ksamil.

In the case of Dhërmi, the funds resulting from the letters for agriculture have gone to the construction of private villas. At the head of this fraud investigated by OLAF are two well-known businessmen. Also involved are two media analysts, who have benefited from villas in the area.

Another project with serious deviations was developed in Ksamil, by two foreign citizens.

In June 2020, OLAF also engaged the special prosecution, through an information and request for investigation of IPARD II funds.

The case was first registered in SPAK and the investigations were followed by the prosecutor Klodian Braho. But two years after the registration of the criminal proceedings, SPAK declared incompetence./ DITA
