The Durrës Prosecutor's Office is launching investigations regarding the floods in Durrës, where the first victim was caused, while the city and its surroundings continue to be under the power of water.
Sources close to the prosecution institution said that investigations are underway for the criminal offense of "destruction of property by flooding" and there are strong suspicions that the floods were caused by the malfunction of the Porto Romano hydroelectric dam.
Criminal proceedings have been registered and investigations are being conducted on the initiative of prosecutor Suela Beluli.
The tender for the construction of the new Hidrovor, worth 19 million euros, was won by the merger of the companies 2T, Adriatik and the Hysa brothers.
This tender was previously denounced by Vox News as one of the biggest scandals in the Municipality of Durrës.
This infrastructure work failed at precisely the critical moment.
Prosecutors who are collecting data may also find themselves facing other criminal offenses, such as tender abuse or corruption.
Hundreds of houses in Durrës are under water, while several families have been evacuated. It is estimated that 250 hectares of land have been flooded. Material damages amount to millions of euros.
The tender for the construction of the new hydropower plant was won by three companies; 2T, Vëllezërit Hysa and Adriatik shpk. 2T is the company of Artan Sako, brother of Gramoz Sako, the latter former head of the Republic Guard, currently mayor of Tepelena.
"Adriatik" shpk is a company that is 50 percent owned by Spartak Kovaç's father, former General Director of the Water Supply and Sewerage Agency. The Hysa Brothers Company is 40 percent owned by F.Hysa, while Kujtim and Besnik Hysa each own 30 percent.
