In November 2024, after being alerted by the Financial Supervisory Authority, the Tirana prosecution was set in motion, uncovering a sophisticated network that circulated large amounts of suspicious money through cryptocurrencies.
Companies such as Cryptoexchange.al, Mr.Crypto.al, tmt.al, USDTirana and Usdt_albania circulated cryptocurrency transactions against currencies, mainly in cash.
They operated by advertising through social networks Instagram, Facebook, TikTok, and Telegram.
These entities were not just online profiles, but a digital shadow economy, where every transaction was secret and outside of any legal control. The profiles used various channels to reach customers, creating a trustworthy but completely illegal image.
"All of these leave traces online, they are searchable, and if institutions get the right by court order, they can get data from these companies. You say give me data about this person in these conversations that have been made, with a court order they are ready to cooperate," said crypto expert Dorian Kane.
" All of these leave traces online, they are searchable, and if institutions get the right by court order, they can obtain data from these companies. You say give me data about this person in these conversations that have taken place, with a court order they are ready to cooperate ," said lawyer Dritan Jahaj.
To document the illegal financial activity, an agent was infiltrated as a regular customer.
Referring to the investigative file, the infiltrated agent had his first meeting with a person who administered Cryptoexchange.al.
The undercover agent sends him a message on WhatsApp where he enters into concrete discussions about the interest and the delivery of the money:
Agent: “How much USDT can I get today?”
Subject : “As much as you want, but my fee is 3%.”
Agent: “Ok, I’ll take 5,000 USDT. Meeting where?”
Subject : “In the store at the palaces, bring the money and get the coins.”
This was just the beginning. At every meeting, every move was recorded, every penny counted.
The use of cash and digital wallets created a complicated financial maze that only meticulous investigation could untangle.
In the case of the citizen with the initials LL, who managed the money in the family restaurant, the conversations ended up revealing the way in which different entities collaborated. In the conversations it is understood that they tried to stay out of the public eye, especially when cash was exchanged.
Agent: "Will you bring the money to the restaurant, as usual?"
LL: "Yes, at the counter. No need for much fuss."
Agent: “Have you ever received USDT for your clients?”
LL: “Yeah… just do what I’m told.”
Another case, a citizen with the initials VL, showed the courage of a cryptocurrency trader who spared no detail:
VL: “Today we will receive 10,000 USDT. The money will be given in cash.”
Agent: "Where will the meeting take place?"
VL: “In the parking lot of the center, secret, no one has to know.”
Every conversation was a living testament to how the network worked, a mosaic where money, digital communication, and fear of detection intertwined with every word. In every tax, every wallet, every transaction, the investigation documented the path of money from ordinary customers to individuals operating without a license.
"When virtual currencies move from the person selling them to the person receiving the cash. And that's what happens most often when money moves to cash, and money leaves a trail and can be traced," said Crypto expert Dorian Kane.
"When virtual currencies are transferred from the person selling them to the person receiving the cash. And this is what happens most often, that money is transferred to cash, and the money leaves traces and can be traced," said former prosecutor Eugen Beci.
This investigative strategy, using simulation actions and observations, enabled the accurate documentation of each transaction.
According to the investigative file, from September 26 to 30, 2024, the agent also contacted two other citizens who carried out similar transactions.
Every action, every conversation, was carefully recorded, creating a clear portrait of the financial criminal network.
The undercover agent documented several episodes of this scheme.
After months of wiretapping, meetings, and verifications, the prosecution managed to document the entire network, creating a clear picture of how unlicensed cryptocurrency markets function in Albania.
"You should consider blockchain as an open ledger where every transaction leaves a trace. No transaction can be forgotten, it cannot be hidden and it cannot be manipulated, but the only duality that this type of technology creates is the fact that you cannot find the name, to find the name of the person who carried out the transaction," said pedagogue Nadia Elbasani.
" Once the authors and owners of digital wallets are identified, it is very easy for the law enforcement agency to identify which person may have deposited or received money from this digital wallet. Once this process is completed, it will certainly lead to a more accurate picture ," said former prosecutor Eugen Beci.
