At the center of the AKSHI file, in addition to the extortion of tens of millions of euros through predetermined tenders, one of the events considered the most serious was the denunciation of businessman Gerond Meçe for hostage-taking. An act that, surprisingly, he decided not to denounce initially, but was satisfied by collecting evidence against his opponents. This had an explanation. The boss of the company "Advanced Business Solution", was once the number 1 beneficiary of AKSHI tenders. In the period 2019-2026, he collected about 40 million euros from AKSHI alone. In the investigation published on February 11, 2026, we discovered how this character had benefited from tens of millions of euros in secret tenders or red-flag procurements. He had also set up a large money circulation scheme through fictitious reports invoiced to satellite companies controlled by him.
In fact, in 2023, SPAK registered proceeding number 146 for the SMART laboratories tender for the Ministry of Education. According to information kept confidential by SPAK, Gerond Meçe's home and office were searched. But, despite the expansion of SPAK's investigations by adding charges against several persons and entities, there was no trace of Gerond Meçe and his companies. On the contrary, Meçe has returned to being the dominant man in tenders after the defeat of his rival, Ermal Beqiri.
"Absolutely, unfortunately, all the schemes that are followed for money laundering are fixed according to Machiavelli's books. A typical scheme in which we have some elements of what are called kickbacks, that is, bribes that are returned through related firms or even money that is hidden through movable or immovable assets such as real estate or, as in the case of a yacht, for example," said journalist Emirjon Senja.
Over the past few months, coinciding with the crackdown on AKSHI director Mirlinda Karçanaj and businessmen Ergys Agasi and Ermal Beqiri, the company 'Advanced Business Solution of Meçes' has become dominant.
Referring to this decision of the Public Procurement Agency dated April 1, 2026, the ABS company was declared the winner of the procedure for the construction of the Internal Process Management Information System for the Directorate and subordinate institutions. The winning bid was 221 million lek or about 2.2 million euros excluding VAT. If you look closely, the procedure was opened in 2025, but for almost 10 months it remained blocked after Meçe's complaint. In the end, the PPC accepted the complaint and returned the businessman who already had a free path to the competition. If you look at the tender documents, it is striking that out of 5 participating companies, 2 of them did not submit any economic bid, raising doubts about the fictitiousness of the tender.
"If the affair is such that a firm has been promised that that procurement will go to it, what is usually called empty envelopes happens: 2 or 3 other firms are entered to create the idea of the competition but without the intention of being declared the winner because most of them do not present a real economic offer or supporting documentation in this sense, it is done simply to fill the number of operators in the competition ," said Ermal Hamataj, lawyer.
"They simply enter by becoming part of the procedure to obtain information about what will happen with this tender because when you are part of the tender you may have information in advance about the evaluation of the bids, etc. What is suspected to have happened with the AKSHI tenders is that companies entered in a fictitious manner to create the idea of competition in a certain tender. The costs of the tenders were inflated illogically and the final goal was to generate money ," said journalist Emirjon Senja.
ABS won another tender according to the public announcement made on April 1, 2026. The procedure aimed to improve the 'e-compensation' payment system. The value of the winning bid was about 25 million lek excluding VAT or about 250 thousand euros. What is striking is the fact that even in this case, 2 out of 4 competitors did not submit an economic offer, leaving the way open to Gerond Meçe's entity, which in this tender entered into a partnership with the company "Datalog".
In March 2026, ABS wins another tender of around 2.5 million lek with the procurement authority 'Tirana Water Supply and Sewerage'. Again, out of 4 participants, 2 of them do not submit an economic offer. So, here we see how the entity extends its influence to other institutions. The question that naturally arises is how a company investigated for dubious tenders can return to the winners' tables in normality...
"Yes, it is a case that surprisingly a company that even SPAK, more precisely GJKKO has ordered the seizure of a certain asset, a sum of money on behalf of this company that was declared the winner in a tender
"Since SPAK is still investigating and I think a rigorous investigation is being conducted regarding the AKSHI file, I am sure that it will find the reasons that led this official or this KVO bid evaluation committee to declare this company, which is actually under investigation, the winner," said journalist Emirjon Senja.
