Among the new names under investigation added to the file, Gentian Likaj, who is Ermal Beqiri's brother-in-law, stands out. The latter has benefited from millions of euros in tenders that are believed to have been secured under Beqiri's influence. His company has also been seized.
Last but not least, the file adds to the list of persons under investigation the citizen Elision Jorgjis, considered one of the important names in tenders in the IT field. This citizen, known as the owner of the company ALBASCAN, is suspected of the criminal offenses of "active corruption" and "money laundering". His name appears as a connecting link in many transactions related to AKSHIT tenders.
The company he runs is behind the much-discussed tender for smart laboratories in schools. This character is known to be closely linked to another businessman, Gerond Meçe, the boss of 'Advanced Business Solution', who seems to have escaped prosecution in these new investigative actions. But we will talk about these a little later. Jorgji's name also appears in the testimony of the Albanian-German citizen Migena Schröder, who was involved in the tender game at AKSHI.
"Citizen Elision Jorgji told me that things had changed and that since I was part of the thing, he would transfer the money to my account and that I should keep it in the account and transfer it in small bills little by little, but that, until that moment, I didn't know exactly who I should transfer it to."
SPAK has concluded that the company ALBASCAN has carried out transactions involving large amounts of money that stem from corruption. Therefore, the entity in question is suspected of having made payments for fictitious work from other companies.
"From the evidence and facts collected, it results that this entity 'ALBASCAN' ShPK has indirectly transferred the amount of 100 million lek as a product of the criminal offense of active corruption, an amount which should be seized in the same amount in the bank accounts or assets of this company."
This conclusion by SPAK seems to confirm what has been rumored for years, the existence of another group in the AKSH pit that was discovered through the organized attack to contest all tenders, a scenario that began immediately after the disruption of the balances and the departure of Daniel Shimë from the institution.
"The scheme there seems very clear, there was a group before that controlled the tenders and cut the suits to fit the company that would be the winner, then another group came and changed the size of the suit, but the scheme remained the same, it seems an unusual dare and apparently they receive very strong guarantees that they will not be affected, but so far we have seen that the investigation has continued rigorously and most likely things will not end as those who will end up planning," said Emirjon Senja, journalist.
In the latest investigative actions, the only name that has remained an island in the SPAK investigation is that of businessman Gerond Meçe, the man who, as we have proven, was quite close to the Albascan company...
If the group that predetermined the tenders for a period that, according to investigations, is in the last 3 years, was hit, the question that remains is what is happening with the rival group that has dominated for almost a decade and has returned to the top...?!
"I believe that the special prosecution and then the court have done a very poor job so far for certain former structured criminal groups in relation to the criminal offense, in relation to the income they have benefited from. So if it is assumed that the state budget has been damaged by this suspected structured criminal group by over 500 million euros and the money seized and then confiscated is 2, 3, 5 or 10 million euros, there is something big that is wrong here," said lawyer Arber Hoxha.
