Tirana Mayor Erion Veliaj was arrested today by SPAK order. He is suspected of corruption in 9 cases in collaboration, as well as money laundering.

SPAK claims that in his capacity as mayor, he signed tenders and building permits, while in return he received bribes through companies or organizations run by his wife, Ajola Xoxa.

Xoxa is suspected of corruption, concealment of assets and money laundering. Because she is the mother of a minor child, she has been placed under house arrest.

But how will the governance of the capital continue after this development?

The first scenario is that Erion Veliaj delegates management powers to one of the vice mayors. The Municipality of Tirana has 3 vice mayors, who are Anuela Ristani, Andi Seferi and Keti Luarasi.

The second scenario is that the City Council meets and delegates leadership to one of the three vice-mayors. However, the situation of leadership with one vice-mayor does not continue indefinitely.

Article 62 of the Law on Local Government provides that "when a mayor does not report to duty for three months", then the Municipal Council proposes dismissal to the Council of Ministers.

So, the third scenario is that the Council of Ministers makes a decision to dismiss the mayor. If he does not appeal to the Constitutional Court, the municipality goes to elections within 45 days.
