The Police Oversight Agency has issued an official statement regarding the arrest of 14 officials and former officials of the Shkodra Police.

The court of Shkodra has set the security measure "Arrest in prison" for 9 of them, while the security measure "House arrest" has been set for the other 5. 

They are accused of the criminal offenses "Abuse of duty", "Violation of the equality of participants in public tenders or auctions" and "Theft by abuse of duty", committed in cooperation.

"From the investigative actions, it results that during the time period 2020 to the end of 2021, these police officers and civil administration employees at the Shkodër Local Police Directorate have carried out favorable and fictitious actions, with the aim of favoring certain entities for the benefit of tenders with small values ​​that have been developed by this Directory.

During the investigation, it was found that the employees of the Audit Sector at the General Directorate of the State Police, during the audit of the tendering procedures for the year 2020 and 2021, are suspected to have deliberately not reflected the violations committed in connection with the procurement procedures carried out by the responsible employees of DVP Shkodër.

Also, during the investigations, it was found that the employee V.XH., with the role of Specialist at the Budget/Finance Sector in DVP Shkodër, is suspected of having committed actions in violation of the law by embezzling different amounts of money in different periods of time, for herself and other employees of this Directorate, with the source of income from the salary of police officers," the announcement states.

More specifically, in the measure "Arrest in prison" are the following citizens:

1. Chief Commissioner Saimir Rustemi , 41 years old, employed by DVP Shkodër, suspected of the criminal offense of "Abuse of duty", carried out in cooperation;

2. R.P., 38 vjeç, me detyrë Jurist pranë Drejtorisë Vendore të Policisë Shkodër, i dyshuar për veprën penale, “Shpërdorim i detyrës”, “Shkelje e barazisë së pjesëmarrësve në tendera apo ankande publike” kryer në bashkëpunim;

3. Rudina Keçi, 36 vjeç, me detyrë Specialist Finance pranë Drejtorisë Vendore të Policisë Shkodër, i dyshuar për veprën penale, “Shpërdorim i detyrës”, kryer në bashkëpunim;

4. Mustaf Ishmaku, 66 vjeç, me detyrë Inxhinier/Mekanik pranë sektorit të Autotransportit në Drejtorinë Vendore të Policisë Shkodër, i dyshuar për veprën penale, “Shpërdorim i detyrës”, kryer në bashkëpunim;

5. Arsenida Hadri, 38 vjeç, me detyrë Specialist në Sektorin e IT-së pranë Drejtorisë Vendore të Policisë Shkodër, i dyshuar për veprën penale, “Shpërdorim i detyrës”, “Shkelje e barazisë së pjesëmarrësve në tendera apo ankande publike” kryer në bashkëpunim;

6. Luida Ujka, 37 vjeç, me detyrë Shef i Sektorit Logjistik pranë Drejtorisë Vendore të Policisë Shkodër, i dyshuar për veprën penale, “Shpërdorim i detyrës”, “Shkelje e barazisë së pjesëmarrësve në tendera apo ankande publike” kryer në bashkëpunim;

7. N/Komisar XH.I., 54 vjeç, me detyrë Specialist në Sektorin e Rendit pranë Drejtorisë Vendore të Policisë Shkodër, i dyshuar për veprën penale, “Shpërdorim i detyrës” kryer në bashkëpunim;

8. B.M., 38 vjeç, aktualisht me detyrë Specialist pranë Drejtorisë Rajonale Tatimore Shkodër (ish punonjës i Drejtorisë Vendore të Policisë Shkodër në pozicionin e Specialistit të Prokurimeve), i dyshuar për veprën penale, “Shpërdorim i detyrës”, “Shkelje e barazisë së pjesëmarrësve në tendera apo ankande publike” kryer në bashkëpunim;

9. A.B., 27 vjeç, i dyshuar për veprën penale, “Shkelje e barazisë së pjesëmarrësve në tendera apo ankande publike” kryer në bashkëpunim.

Në kuadër të këtij procedimi penal, Gjykata e Shkallës së Parë pranë Rrethit Gjyqësor Shkodër ka vendosur të caktojë masën e sigurimit personal, “Arrest në shtëpi”, parashikuar nga neni 237 i Kodit të Procedurës Penale, ndaj 5 punonjësve:

10. K.T., 54 vjeç, me detyrë Specialist në Sektorin e Auditimit pranë Drejtorisë së Përgjithshme të Policisë së Shtetit, i dyshuar për veprën penale, “Shpërdorim i detyrës”, kryer në bashkëpunim;

11. P.P., 55 vjeç, me detyrë Specialist në Sektorin e Auditimit pranë Drejtorisë së Përgjithshme të Policisë së Shtetit, i dyshuar për veprën penale, “Shpërdorim i detyrës”, kryer në bashkëpunim;

12. P.P., 55 vjeç, me detyrë Specialist në Sektorin e Auditimit pranë Drejtorisë së Përgjithshme të Policisë së Shtetit, i dyshuar për veprën penale, “Shpërdorim i detyrës”, kryer në bashkëpunim;

13. Veronika Xhanaj, 60 vjeç, me detyrë Specialist pranë Sektorit të Financës në Drejtorinë Vendore të Policisë Shkodër, i dyshuar për veprën penale, “Vjedhje duke shpërdoruar detyrën”;

14. AB, 34 years old, suspected of the criminal offense "Violation of the equality of participants in public tenders or auctions" committed in collaboration.
