The White House has begun preparations for the possibility that Democrats will take control of the US Congress in the midterm elections, examining ways in which President Donald Trump can continue implementing his policy agenda without needing the approval of lawmakers.

According to a Reuters report, senior US administration officials have been working for months to identify areas where Trump could take action through executive powers, even if Democrats win a majority in one or both houses of Congress.

This process involved White House Deputy Chief of Staff Stephen Miller, Office of Management and Budget Director Russell Vought, and the president's legal advisors.

According to sources cited by Reuters, among the measures being considered are new immigration policies, tariffs on imports, lowering housing costs and federal spending. The administration is also analyzing how far the president's authority can go without congressional approval and how his decisions can be legally protected if challenged in court.

Trump intends to continue the agenda through executive orders

The US president has used executive powers extensively since returning to the White House in January 2025, taking measures on trade tariffs, immigration, federal administration and foreign policy.

Also under consideration are new tariffs on imports of critical minerals and wind turbines, stricter restrictions on visas for international students and foreign workers, and measures to reduce construction and housing costs, according to officials familiar with the plans.

Meanwhile, Russell Vought is looking at implementing the administration's priorities using funds that Congress has already approved. Another goal is to change the rules for federal grants so that presidential appointees have more influence over the administration of government programs.

Trump has been briefed on these preparations and, according to Reuters sources, has also participated in discussions about the future strategy.

On the other hand, the White House has minimized the possibility of losing the Republican majority, stating that the administration expects to continue implementing its policy priorities.

What happens if the Democrats take control of Congress?

The midterm elections, known as the Midterm Elections, could significantly change the balance of power in American politics.

Democrats need four seats to overturn the Republican majority in the House of Representatives and the same number to take control of the Senate. Polls cited in the Reuters report show the race for the House of Representatives favoring Democrats, while the battle for the Senate remains more complicated.

If Democrats take control of one or both chambers, they will be able to block bills supported by Trump, oppose some of his budget priorities and prevent the confirmation of appointments to important federal and judicial positions.

However, the president would retain executive powers that allow him to make decisions in certain areas without going through Congress each time.

Democrats may launch investigations into the administration

One of the biggest challenges for the Trump administration would be the possibility of launching parliamentary investigations.

According to Reuters, Democratic lawmakers have discussed using hearings, subpoenas and requests for testimony, to examine whether the president has used his powers to favor himself, his allies or donors.

For this possibility, the White House has been preparing officials and heads of federal agencies for months, advising them on how to act in the event of investigations by Congress.

Sources say legal advisers are also considering using executive privilege to shield the president's communications with his advisers from congressional scrutiny requests.

However, any administration action that exceeds the president's legal powers could face opposition and blockages in the courts.

Thus, on the eve of the midterm elections, the White House is preparing for a new political scenario, in which Trump may face a Congress controlled by Democrats, but will aim to continue implementing his agenda through presidential powers.
