Former Democratic Party MP, Ndriçim Babasi , has received a highly questionable permit in the city of Durrës, where he will build two towers next to existing buildings.

Vox News has researched dozens of old documents and photos, which show that the construction will take place in the former courtyard of old palaces near the Port of Durres area, where it is quite clear that the area was once a park and flower garden. 

It seems that the greed for concrete has also affected the coastal city, where at a very high speed, permits have been granted by the National Council of Territory and Water for several towers, where the same people are the beneficiaries. Babasi has been an exponent of the Democratic Party, i.e. the opposition, while after the conflicts in Parliament, he decided to devote himself to business, initially taking tenders with zero sum, especially in Krujë and Kurbin, while he is currently building several towers in Tirana. 

But the most flagrant case comes from Durrës, where his firm, "Babasi Coo" will build two towers, the first 19 floors and the second 13 floors, while the biggest doubts have to do with the area that will be built. Although the papers state that the property belongs to the "Meçe" family, from the documents and photos researched by our editorial team, it turns out that the property was green, while it is not known how it became private.

In June of this year, the government uncovered another highly suspicious permit, this time in Durrës.

Although the approval was made in 2025, the KKTU has waited for months to clear the permit, after suspicions that it could be a flower garden or a courtyard of existing buildings. 

Finally, in a highly controversial manner, they have issued a building permit for the "Skalitur Tower" facility, a structure with complex functions, service, hotel and residential with 2, 10, 13, 16, 19 floors above ground and 3 floors underground, located near "Myfti Kodra" Street, Durrës Municipality, with the developer company "Babasi Coo" sh.pk

The suspicions are that other people have been acting for years to alienate the gardens and courtyards of existing buildings and then to certify them.

A verification by law enforcement agencies is enough to uncover all these actions, which of course were not committed during a single day or night. 

In the photos of the tender documents, it appears that on the land where the towers will be built, there are 1-story apartments. Perhaps built to legalize or alienate the entire yard, a similar scheme in all cities, to acquire the land.

The position of the land is quite favorable, given that they are on the front line, where once the property was totally in favor of old buildings. 

In the photos on "Google Maps", it is quite clear that the land is a green, flowery area, and alienated in very suspicious ways.

The documents state that "the proposed facility is located in the city of Durrës, the space in which the new 'Skalitur Tower' facility will be built, the entire space is the private property of the Meçe family. 

The area where the facility is planned to be built has a total area of ​​2961 m², the area occupied by the structure (ground floor) is 873.5 m², which corresponds to a utilization coefficient of 29.5%.

The letters state that the proposed project is part of the priority tourism development area, the "Coastal Belt". 

According to her, the first 13-story tower will have restaurants, a hotel and then residential apartments.

The second tower will be 19 floors above ground, where there will be commercial units and then residential apartments.
