Employment of doctors in hospitals, competition rules change: These are the

The Ministry of Health and Social Welfare has changed the procedures for hiring doctors in public health institutions, setting new application deadlines, restrictions for doctors currently employed in the public system, and a new organization of committees that evaluate candidates.

The changes were approved with an instruction from Minister Klodiana Spahiu, published today in the Official Gazette.

Specialist doctors have at least 7 days to apply, family doctors apply continuously

One of the main changes is related to the application deadlines for vacant positions in public health institutions.

According to the new instruction, for specialist doctors and dentists, the application deadline on the portal cannot be shorter than 7 calendar days from the date of the vacancy announcement.

Meanwhile, for general practitioners and family doctors, application on the electronic platform will be continuous.

This means that candidates for family doctor positions will not be limited by a specific application period, while for specialists, vacancies will continue to be announced with set deadlines.

Doctors who are at work cannot compete, except in one category

Another important change is related to the restriction of participation in competitions for doctors who are currently employed in public health institutions.

The instruction stipulates that candidates who, at the time of application, are employed in a public health institution, are not eligible to apply and participate in the competition procedures through the platform.

However, an exception is provided for specialist doctors employed in public health institutions who do not have a contract with the Ministry of Health and Social Welfare.

These doctors will be eligible to apply for vacant positions in regional or municipal hospitals.

This definition limits the possibility of competing for another job in the public system for doctors who are already employed, while maintaining an exception for the category defined in the instruction.

The composition of the evaluation committees changes

The instruction also reorganizes the method of establishing committees that evaluate candidates.

For the positions of specialist doctors in regional, municipal and day hospitals, as well as in local healthcare units and health centers, commissions will be created by the Central Directorate of the Healthcare Services Operator (DQOSHKSH).

The commissions will have three members: a representative of the DQOSKSH, the regional director or his representative, and the director or a doctor of the institution where the vacant position is located.

For family doctors and general practitioners, separate committees will be established for each region. The composition of these committees should be changed periodically, at least once a year.

While for university hospitals, tertiary hospitals and central institutions under the ministry, the committees will be created by the heads of the relevant institutions and will also include a representative of the ministry.

Candidates must be notified of the reasons for disqualification.

The amendments also define in more detail the duties of the technical secretariats that administer the competition process.

Human resources structures will be responsible for the preliminary verification of documentation, file administration, publication of candidates who meet the criteria and their notification for the second phase of evaluation.

A clearly stated obligation is to notify qualified and unqualified candidates via email, clearly specifying the reasons for non-qualification.

The secretariats will also administer complaints, which they will submit to the commission for review, and will forward final decisions on the ranking of candidates according to the points received in each phase.

Suspension of doctors from duty, according to labor legislation

The instruction also changes the provision related to the suspension of doctors from duty.

According to the new wording, the procedure, duration and financial consequences of the suspension will be determined in accordance with the legislation in force regulating the employment relationship and the practice of the medical profession, as the case may be. /ekofin.al
