The Secretariat for Procedures, Voting and Ethics has published the facts and evidence of the "serious" events recorded in the plenary session of the Albanian Parliament on October 8, 2026.

According to the decision signed by Secretary Ulsi Manja and disclosed by VNA, the actions of the opposition MPs have resulted in the measure of exclusion for 60 days from the proceedings of the Assembly for Gazment Bardhi and Klevis Balliu.

The official document reveals details of how the situation degenerated into physical violence and the use of prohibited means inside the hall:

The case of MP Gazment Bardhi:

As the voting began, he addressed the session leaders and the majority MPs with harsh insults and denigration. According to the evidence, Bardhi fired several times with a water bottle at the Speaker of the Assembly, the Prime Minister, ministers and MPs of the Socialist Party.

One of the bottles thrown by him hit and injured an employee of the Republican Guard in the eye, an action that is considered to amount to the criminal offense of assault in the line of duty.

The case of MP Klevis Balliu:

He came to the rostrum of the Parliament and threw eggs at the Prime Minister, the Speaker of the Parliament and members of the Council of Ministers. Balliu also used a noise-making device inside the hall, actively disrupting the normal course of proceedings and parliamentary order.

These acts, confirmed through film footage and media recordings, were considered serious violations of the Assembly's Rules of Procedure and the Code of Conduct for Members of Parliament, leading to the disciplinary measure of 60 days' removal from committees and plenary sessions.
