During meetings with police officers, teachers and bank representatives, Prime Minister Edi Rama revealed some of the ongoing punitive measures for those involved in acts of violence during protests.
Top Channel journalist Muhamed Veliu learns that there is a group of lawyers at the Prime Minister's Office who are working to finalize a proposal document.
One of the lawyers involved in drafting this document stated on condition of anonymity to Top Channel that as part of the package, cooperation is also being made with French experts on a Franco-Albanian model against violators of public and private property.
The aim is for the EU to open an anti-vandalism front.
So far, this package has proposed the idea of including in a blacklist in the TIMS system persons who commit acts of violence during protests, with the aim of banning them from entering European Union countries.
This measure, if implemented, could have a direct impact on young people who want to leave after being involved in acts of violence or for those who want to study, live or travel in EU countries.
Specifically, a special registry is being compiled to document cases when individuals or profiles openly threaten citizens, call for attacks, and incite acts of violence on social networks.
Each case will be preserved with relevant evidence and will be referred to the responsible authorities for verification and legal prosecution.
When the verification results in a specific person, international cooperation will also be established and airlines, travel agencies, and booking platforms will be notified of the individual's vandalistic behavior.
The package stipulates that anyone who threatens the lives of others or incites violence must understand that their actions may have serious consequences, including travel or hotel stays abroad, as deleting a status does not erase responsibility for a documented threat.
Meanwhile, for people convicted of violence, the notification will be automatic and for three years they will be unable to purchase plane tickets and make hotel reservations.
