The head of the OSCE presence in Tirana, Michel Tarran, has called on the political parties in the country to implement the decision of the Constitutional Court and make possible the vote of the diaspora. The EU ambassador made the call during a joint roundtable discussion with the CEC on the electoral process with the theme 'Elections 2025'.

The still unsolved challenge is the implementation of the decision of the Constitutional Court, including the issue of voting from abroad. Each country should implement the model that best suits its context. Every decision must be made by the consensus of all. This consensus must be based on cooperation, and such an approach would lead to voting from abroad. The OSCE is committed to improving election administration and electoral processes. I invite you to see the presence of the OSCE. When there is a will, there is also a solution ,' said Tarran.

The OSCE diplomat also called for the implementation of the Electoral Reform, which must be comprehensive, while reconfirming their commitment and support for moving the process forward.

The OSCE presence continues to be committed to supporting democratic processes and integrity. Transparency and all the involvement of the parties constitute a fundamental element of the country's democratic development. The administration of elections in Albania has shown improvement from election to election.

With the elections for the Assembly approaching, it is very important to address these issues according to priority in accordance with the recommendations of the OSCE-ODIHR.

We need to better understand the difficulties we encounter during the process in order to have continuous improvement. We look forward to discussing how public institutions manage complaints during election campaigns and ways to improve reporting and challenges for election administration.

The OSCE is ready to provide support and technical assistance as needed, promoting trust and transparency in the electoral process. It is worth emphasizing that the freedom and divisibility and transparency of the electoral process are not only the responsibility of the CEC, but are the political efforts of all actors. Possible delays during the achievement of this goal limit the time available to the CEC, which may affect the quality of the election processes.' - said Tarran.

Faced with the pressure of time for the upcoming parliamentary elections and not at all positive signals for a consensual product with the opposition, the socialists submitted proposals for changes to the Electoral Code to the Assembly a day ago.

The initiative, supported by the signatures of 7 SP deputies, addresses only the reflection of the decisions of the Constitutional Court which are an obligation for the Assembly, such as the vote of the diaspora and the determination of the time frame for the division of mandates within a political force or coalition. Changes to the Electoral Code require 84 votes, which the Socialists do not have.
