Within a few hours on Friday, the CEC declared Fredi Beler's mandate invalid, the Council of Ministers informed the President of the Republic about the vacancy and the latter announced the new date of the elections for the Municipality of Himara.

The former chairman of the CEC, Kristaq Kume, explained the entire procedure, saying that both the CEC and the President of the Republic did not make a mistake in this case.

In the "Zona Zero" show of journalist Milaim Zeka, Kume said that the CEC did not "remove Beler's mandate", but declared it invalid. Also, he said that the President is obliged to announce the date of the elections 48 hours after the announcement of the holiday.

According to him, it was the Council of Ministers that was in a hurry, not waiting for the 30-day deadline that Beleri has to appeal the decision of the CEC.

"CEC did not receive the mandate, we must be precise. Under the conditions that Beleri was, declared the winner, but he is not the incumbent. And as long as Beleri consumed a work that is the object of the law on the purity of the image, Article 10 of the law on decriminalization operates, which speaks of the invalidity of the mandate, and not of taking it.

Are we in the conditions where this mandate can be declared invalid? Yes or no. The CEC declared him the winner, the court of Vlora recognized and certified him, under these conditions he was elected, but not acting. Under these conditions, it is not a decision to terminate or take over the mandate, but invalidity.

With the declaration of invalidity, of course, a vacancy is created. And this vacancy must be filled, but there is a procedure. Then when every procedure is consumed. When the invalidity is declared, it can be appealed within 30 days. Today we have a presidential decree, without exhausting this procedure. The President has not violated the Constitution. The president of the republic, when he was on vacation, is obliged by law to announce the date of early elections within 48 hours. The Council of Ministers hastened to send the request to the President", said Kume in Top News.
