The Democratic Party has today accused the Deputy Prime Minister Belinda Ballukut of deceiving yesterday about the toxic substances in the Port of Durres to protect the Minister of Defense Pirro Vëngu, who was previously the director of the Port of Durres.
On behalf of DP, Grigels Muçollari, demanded the resignation of Balluk, Kumbaro, Vëng and Gazheli and asked SPAK to investigate the scandal.
Declaration:
Minister Belinda Balluku's statements in defense of herself and her pet, Pirro Vengu, that the Port of Durrës has no business with toxic waste, and that it is the responsibility of a private company, prove not only irresponsibility, but also open fraud. The Port of Durrës is a public enterprise, but even if it were private, it is obliged to strictly implement the national and international laws of maritime transport of goods.
The Governing Council of the Durrës Port Authority, with decision no. 16, of December 21, 2021, approved the regulation for the processing of dangerous cargo in the Port of Durrës. This is an automatic obligation because the IMDG Code (International Maritime Dangerous Goods Code) is mandatory under the International Convention for the Safety of Life at Sea (SOLAS), and the International Convention for the Prevention of Pollution from Ships (MARPOL). Consequently, the IMDG Code is mandatory in the Port of Durres and its enforcement authority is the Durres Port Authority (APD).
This means that it is the national and international legal obligation of the Port Authority of Durrës, i.e. former director Pirro Vengu, now Minister of Defense, and line minister Belinda Balluku, to inspect and stop or allow any shipment of toxic waste that leaves, enters or passes through the Port of Durrës in violation of national and international laws.
As far as the minister is aware, the IMDG Code is in force in the Port of Durrës since Albania, with the law no. 9594, of July 27, 2006, has acceded to the MARPOL Convention and with the law no. 9213, of April 1, 2004, has acceded to the SOLAS Convention.
Consequently, the duty of the Port Authority of Durrës, i.e. of Vëng and Balluk, is not only to take care of the trunks brought by Albanians when they return by ferry from Bari to Durrës, but among other things, and with priority, also for toxic waste and criminal traffic .
So,
- the implementation of national and international legislation for the transport of dangerous goods.
- the guidance of all agents, users/employees/responsible structures of the Port in the processing of dangerous goods.
-Documentation of the entire process of dangerous goods.
-Training of all employees who deal with dangerous goods
- Classification of substances (DANGEROUS LOADS) according to the IMDG code (International Maritime Dangerous Goods Code).
These are written, in black and white, in national and international legislation. The game of indictment is done to hide the responsibility of Balluku-Vengu, the responsibility of Edi Rames who seems to be the head of this traffic and his corrupt government.
It is time for SPAK to investigate another toxic affair, this time literally, of Balluk Kumbaro, Rames and his high courtiers.
In conclusion, we condemn with the greatest force the efforts of the deputy prime minister to hide her criminal responsibility in the illegal traffic of poisonous substances and demand the immediate resignation of Balluk, Kumbaro, Vengu and Gazhel as a condition for a transparent investigation.
