Full message:

Dear ladies and gentlemen deputies!

The start of the new session of the Assembly gives me the opportunity to address all of you deputies, to wish you good work, fruitful and maximum commitment in fulfilling all your high duties and responsibilities, as representatives of the political will of the Albanian people.

For me as the President of the Republic, cooperation with the Assembly is not only the responsibility of fulfilling the constitutional duty, but more than that it is an expression of conviction and belief that together we can unfold another dimension of political approach and behavior, in accordance with what Albanian society expects from the political class and from the representatives chosen by it.

Making the decision to open negotiations with the European Union, necessarily imposes for all of us, reflection and more responsibility, seriousness and more commitment. We must be equally European in terms of vision and standards of political behavior, which should reflect this new reality of Albania's relations with the European Union.

Political dialogue, inclusiveness and consensus should be the leitmotif of parliamentary work, because the country cannot pay the cost of their absence. We all have the obligation and responsibility to provide constructive cooperation and sustainable dialogue. History has shown us that when reforms are consensual, the positive impact is direct in the integration of the country, in the economy, in the democratization of institutions and in the improvement of the quality and living standards of citizens. The spirit of cooperation, determination and cohesion are essential to always be present in our work, as defenders of the interests of the country and the citizens.

The great and vital reforms for the European future of Albania, initiated with the will of all political forces represented in the Assembly, need to be supported even more by all of us, so the next challenge will be the alignment of our legislation according to European standards, so that we can be pioneers in fulfilling the national aspiration for a European Albania.

Dear MPs!

Corruption inhibits economic development and kills hope for a better future. The model of the official should be that of accountability, respecting the separation of powers, respecting the law and fulfilling public responsibility. We have the obligation to support the implementation of the reform in justice, the work and the role of every institutional actor in the exercise of their duties in the fight against corruption for the strengthening of citizens' trust in justice institutions.

The new session of the Assembly, which you honorable deputies start today, precedes the period when the next elections for local government bodies will be held, which are thus also a good opportunity to demonstrate maturity and political responsibility, seriousness and the commitment of all political actors to carry out elections according to European standards in Albania as well.

Electoral reform requires cooperation, transparency, inclusiveness, seriousness and full compliance with the principles suggested by the Venice Commission as well as the implementation of OSCE/ODIHR recommendations.

Governance needs critical thinking and opposition, because critical thinking brings constructive debate and constructive debate brings improvement. In this spirit, inclusiveness in lawmaking is important, especially for major issues such as the protection of basic human rights and freedoms, issues of national security and European integration, as well as issues of the fight against corruption and organized crime, etc.

Dear ladies and gentlemen MPs!

Global situations, political conjunctures and ever-increasing threats, as evidenced by the Russian aggression in Ukraine, have put the world in front of very delicate challenges.

Our country and region continue to be under the constant threat of various risk factors, new and old influences, which are further aggravated by the economic crisis, price increases, food and energy insecurity, cyber threats, pandemics and epidemics. We must be careful and closely follow the developments in all the countries of the region, especially in Kosovo. To offer Kosovo institutions support at all levels, and especially for increasing the number of recognitions, visa liberalization and membership in international organizations.

In these conditions, it is up to you, honorable MPs, it is up to the Assembly of Albania to be the model of behavior and action as patriots, where the interests of the group or the party cannot stand above the interests of the people and the national interests.

On the eve of the celebrations of the 110th anniversary of the establishment of the Albanian State, I wish you good work for the benefit of the citizens and our beloved Albania!
