Ilir Meta will not be accepted by the Central Elections Commission to run for deputy, mayor or councilor, without presenting a new certificate of clean image, issued by the File Authority headed by Gentiana Sula. This is how the legal initiative of the majority, filed in the Assembly, for the amendment of the Electoral Code, in order to de-communize the Assembly and the local government, provides.
The draft law provided by Report Tv provides for the addition of Article 63/1 to the Electoral Code for the verification of the purity of the image for the candidates in the parliamentary and local elections. According to the change, political parties, 70 days before the elections, submit a form for each of their candidates to the Records Authority, regarding the existence of information on them in former State Security documents. Independent candidates should follow the same path.
The Dossier Authority is obliged to carry out the verification. If the self-declaration is false in relation to the verification result, the case is referred by the CEC to the Prosecutor's Office, as it does for false forms under the decriminalization law. Meanwhile, point 3 of article 63 is amended, providing that the candidate for election is only the person, for whom the process of verifying the purity of the picture is successfully completed. Therefore, the CEC does not register as a candidate a person who is connected to the former State Security.
The Dossier Authority has referred a file to the Assembly, according to which the former President Ilir Meta was an associate of the former State Security, implying that Meta presented false certificates for the purity of the figure from the Bezhani and Mezini commissions. Ilir Meta has denied that he was a spy for the former State Security, while he has criminally charged the members of the Files Authority for falsification and manipulation of files. However, Meta has warned of resistance to the initiatives of the majority for the removal of former State Security associates from the Assembly and politics.
