Prime Minister Edi Rama participated this Wednesday in the European innovation and entrepreneurship forum "Ruhr Summit" in Germany, where he delivered a speech focused on artificial intelligence and the digital transformation of the Albanian state, with particular emphasis on "Diella", our first minister with AI.
During his speech, the head of government emphasized that Albania has made significant progress in the digitalization of public services, with over 1,000 services now available online. According to him, this has changed the way the administration functions and reduced physical contact between citizens and institutions, thus avoiding cases of corruption.
"We made a choice, to reinvent the relationship between citizens and the state. Today Albania has more than 1000 fully digital public services and for all these services citizens do not need to go anywhere or meet anyone. It is extremely difficult to bribe a server", said Rama, who further did not miss "bragging" about Diella, which he presented as a new step the use of artificial intelligence in governance.
Rama described this initiative as a way to reimagine public administration and strengthen institutions, but not to replace people. For the first time, the head of government also unveiled the “GOV IA” project, which aims to connect state institutions into a single intelligent system, thus improving data analysis.
"We did something that no government has done before, we appointed Diella to the cabinet role. We did not bring in Intelligence to replace civil servants, but to reconceptualize... Let's take public procurement. Every government must buy medicines, roads, public procurement is when the state converts public money into public value. They have enabled the flow of public trust and we asked ourselves another question: what if AI became a partnership, not to replace people, but to strengthen institutions? Today we are building this thing," said Rama, as he did not spare jokes with those present in the hall.
He humorously said that his goal is to develop this model further and then "sell it to Germany," so that the latter can also fight corruption in this way.
