Yesterday, two candidacies proposed by the opposition such as Ledio Braho and Altin Goxhaj for the position of the People's Advocate were voted in the Parliament, but both were rejected by the majority.

Prime Minister Edi Rama declared that they cannot vote for the People's Advocate, a PD lawyer who has lost all the trials against them, referring to Ledio Braho, while as for Altin Goxhajt, he excluded him directly because he was a proposal of Berisha's group.

Recently, there was a reaction from Ledio Braho, who in a post on social networks, wrote that he was rejected because he performed his work with dedication and seriousness. He further adds that the arguments used by the majority to not vote for him, are barren in the mouth of those politicians who thought they could complicate it with attacks.

Braho declares that he has regrettably observed the ugly scene of yesterday, of lynching him in an abusive manner without the right to speak in that hall and moreover without being present there.

Since I was one of the candidates in the selection process for the People's Advocate, this process, which I believe is the longest for the selection of this institution and not only, which took a full 8 months, I have to say a few word.

In the plenary session of December 21-22, 2022, the election of the Ombudsman was included in the parliamentary procedure. Based on the fact that according to the Constitution, the Ombudsman is appointed with the votes of 3/5 of the members of the Assembly, the process requires the achievement of political consensus between the majority and the opposition in the Assembly.

Starting from 2012, the Parliament of Albania has already built a consensual parliamentary constitutional process for achieving this qualified majority. The majorities have accepted a process where among the candidates who meet the constitutional and legal criteria, after a parliamentary consultation procedure between the parties, it is the parliamentary opposition that proposes the candidate who meets the criteria of meritocracy and independence at the same time, who is selected by the Assembly. Even in the initiated procedure which failed to elect a People's Advocate for a new mandate, in several statements in the Assembly, but also publicly, the parliamentary majority has repeated the promise that it will vote and support in the Assembly the candidate proposed by the Parliamentary Group of the Party Democratic.

Në këtë drejtim, pas vlerësimit ligjor të kandidatëve nga Komisioni parlamentar përgjegjës, në Kuvend, me propozim të deputetëve të opozitës janë paraqitur — kandidatë, të cilët përmbushin kriterin e mbështetjes të jo më pak se 28 deputetëve. Në një proces konsultimi parlamentar mes përfaqësuesve të mazhorancës dhe opozitës, është rënë dakord që mazhoranca të ketë të drejtën e refuzimit paraprak të kandidatëve që në vlerësimin e saj nuk mund të votohen. Mazhoranca ne asnjë çast nuk ngriti pretendime ne lidhje me kandidaturën time, madje jam konsideruar si një nga kandidaturat më të vlerësuara pavarësisht interesave të ngushta.

Në vijim, Grupi Parlamentar i Partisë Demokratike, në një mbledhje të tij, mori në shqyrtim dhe diskutoi lidhur me kandidatët e mbetur në garë pas skualifikimit te disave me kërkesë te Partisë Socialiste. Grupi i PD, pas një procesi të gjatë diskutimesh, vlerësoi se dy kandidatët me mbështetje më të madhe të kalojnë në votim të fshehtë brenda grupit parlamentar, me qëllim që kandidati me mbështetje më të madhe, të jetë propozimi zyrtar i këtij grupi. Pas votimit, me shumicë votash, unë u përzgjodha si propozimi me Iivotuar i grupit parlamentar.

Për t'u kthyer te dita e djeshme, pavarësisht dakordësisë se dhënë më pare nga Grupi i PS, u sulmova dhe u refuzova se pse isha avokat, pse kam kryer punën time me përkushtim e seriozitet, duke me gjykuar për klientët, për angazhimin dhe ushtrimin e një profesioni te lire siç është avokatia. Me duhet te them se ne rastin me te mire këto janë argumente shterpe ne gojën e te gjithë atyre elementeve partiake apo jopartiake qe kane besuar se do me kompleksonin duke mos ndalur sulmin që nga dita e pare e aplikimit tim për pozicionin e Avokatit te Popullit e deri ne sekondën e fundit. 

Për hir te se vërtetës, nuk kam asnjë kuriozitet te perfshihem ne arsyet e vërteta te refuzimit te kandidaturës time ne momentin e fundit nga grupi i PS, ne tronditjen e pakuptimte te tempullit te demokracisë befasishëm, por ama mund te them me siguri se votimi im si pjese e ndonjë horse-trading me ndonjë kalë apo kalores nuk do me bënte aspak krenar për një fitore te tille.

I have built my life as a free man, as a dedicated family man, as a professional, as a friend and lawyer in this city. I realized with regret that the ugly scene of yesterday, of my lynching in an abusive manner without the right to speak in that hall and moreover without being present there, is the model of evil, fed by actions and inactions as a barrier indeed, of young professionals who still want to live in this country, being somewhat engaged in its public life and institutions.
