In Albania, the American Ambassador Yuri Kim, today again expressed concern about the selection process of the head of the Special Prosecutor's Office against Organized Crime and Corruption.
In a lengthy tweet, Ambassador Kim stressed that "the selection process must not be influenced by those who have an interest in limiting or manipulating investigations", further noting that the core of the Justice Reform is about the fact that "justice must be blind to power, prosecutors and judges must treat everyone as equal before the law, institutions must be independent".
A little later, Prime Minister Edi Rama spoke on Twitter about the same issue. As if to dispel doubts that his post is not a reply to the ambassador, the one at the top writes that he "completely agrees with the American embassy's Twitter". But while he points out that the head of SPAK is chosen only by the "Supreme Council of Prosecution which depends only on its members" and no one else, including the government, the fact that he singles out the American representation in this list when he writes "embassy no and no".
According to the Prime Minister, KLP members should not "listen to anyone except the candidates, not read anything except the professional biography of the candidates, not be influenced by anyone except the profile and performance of the candidates", clarifying that"they are accountable only to the mirror theirs and no one else's".
A sentence that leaves room for interpretation, as another reference to Ambassador Kim, who on her Twitter had indicated that "during the last week we have met with every member of the Supreme Prosecution Council (SPC) to underline the importance of the election of a new head of SPAK, who will intensify the fight against corruption and organized crime, without fear or favor". While her post closed with the assertion that "we will closely monitor the selection process for SPAK to make sure that the justice reform moves forward".
It seems that the American embassy has received clear signals of an attempt to intervene in the process of selecting the new head of the Special Prosecutor's Office, otherwise the public and continuous insistence on this issue cannot be explained. Initially, Ambassador Kim raised the concern as soon as KLP approved the three candidates Adnan Xholi, Altin Dumani and Edvin Kondili.
Yesterday, speaking at an activity of the High Judicial Council, he stated that the appointments to the Justice institutions should not mark a return to the past.
And precisely, in the midst of these efforts, the Albanian Foreign Ministry, unexpectedly and in violation of diplomatic practices, issued an announcement that they had started the procedures to replace Ambassador Kim, who arrived in Albania in January 2020. But Mrs. Kim declared yesterday, clearly in response to the Foreign Ministry, that "I will stay a little longer" than the mandate that usually lasts 3 years.
Last night, Prime Minister Rama defended the announcement of the ministry, that according to him there is no violation of diplomatic ethics, repeating the expiration of the ambassador's mandate, but without explaining why the Albanian State wanted to make public the internal practices of another country./VOA
