The Assembly will start the parliamentary procedures for the incompatibility of the mandate of the socialist deputy Vullnet Sinaj, as the opposition accuses him of illegally benefiting from public funds through some of the companies owned by him.

The Parliamentary Group of the Democratic Party published on Thursday the order of the Speaker of the Assembly for the call of the Council for Mandates and Regulation on September 4, to discuss the motion of 1/10 of the deputies to establish the incompatibility of the mandate of Sinai, known as the owner of the network "Big Market".

This council is the parliamentary body that examines whether the motion fulfills the legal criteria to be sent to the Constitutional Court and drafts a report that it sends to the plenary session.

The signatories of the motion claim that they have sufficient evidence that proves the violation of the Constitution by deputy Sinaj, since he has benefited from public funds in violation of point 3 of article 70 of the Constitution, which prohibits the deputy from benefiting from public property.

In their motion, documents of some payments made by the General Directorate of the Treasury against some companies which, according to extracts from the register of the National Business Center, are owned by the socialist deputy, according to the PD.

Sinai has denied that it has directly benefited from public funds. In a reaction in early August when the allegations were made public he claimed that he has given up the administration of all his companies since 2017 when he decided to enter politics.

"With the decisions filed in the CKB in 2017, I decided to transfer all the quotas of the companies, according to the laws in force", Sinaj wrote, among other things, in a reaction on the Facebook platform.

But, PD claims that the agreements made by Sinai have not avoided him as the beneficiary and owner of the companies' shares and therefore their benefits.

"Through these agreements, it results that only the transfer of quotas was done and not their alienation, going from "active owner of shares" to "passive owner of shares" due to the appointment of "a trusted person" - it is claimed in the motion .

According to this claim, in no case has Sinai lost the right to receive profits from the company and that this is also verified in his declarations of wealth year after year.

The signatories of the motion claim that there are at least 9 transactions verified by the state treasury in the total amount of ALL 3,689,814 that went as payments to the companies "BIGALB GROUP" sh.pk, "BIG LISUS" sh.pk, "BIG DURRSI" sh.pk, "BIG PESHKOPIA" sh.pk, "BIG ROI" sh.pk, "BIG LEO" sh.pk, "BIG LEZHA" sh.pk, "BIG DRINI" sh.pk, "BASHKIMI" sh.pk , "TIRANA CASH & CARRY" sh.pk

The payments seem to have been made for food supplies to various public entities./BIRN
