The Democratic Party has openly expressed its support for academician Artan Fuga in his candidacy for President of the Academy of Sciences, who has as his rival the current president Skënder Gjinushi.

In a statement to the media from the blue office, deputy Ina Zhupa has once again repeated the accusations that the majority is trying to capture the Academy of Sciences by changing the law that favors the re-election as president of Skënder Gjinushi, where according to her, the latter continues to be president of the Academy of Sciences.

Zhupa has also accused two socialist MPs, Petro Koçi and Ismet Beqiraj, who initiated the change in the law.

The DP MP stated that in order to institutionally address the concerns, she asked the education commission that academician Fuga and other academics who have raised public concerns be heard in a hearing session in the education commission.

She further added that it is a black record that in 4 years the president of the Academy of Sciences has never gone to the assembly to be questioned and to report. According to her, the battle for the Academy is not a battle for names, but a battle for science, for history, for dignity and legality.

STATEMENT FOR THE MEDIA BY THE DEPUTY OF THE DEMOCRATIC PARTY, INA ZHUPA:

"Unfortunately, the Academy of Sciences has remained illegal for years because its president was not even a permanent academic and was also the party leader when he was elected president of the academy, flagrantly violating the law. Although not decreed by the president, it seems that he is finishing his mandate, which I have sent with the support of the firms of honorable colleagues, to the Constitutional Court. Because I believe that the legality of such an institution is directly related to reliability and activity in the service of values, and not anti-values.

In response to academic Artan Fuga's public letter, any concerns raised by him are entirely fair and it is unfortunate the state academia is in today and the efforts to stagnate and catch up. I openly support the right of academician Fuga to run for president and it would be an honor for the country to have an academician of his stature at the head of this science institution.

When we thought that this battle would end successfully, a new battle opens for the legitimacy of the academy and for its recapture by the same character. The investigative show Xhadat rightly sought to find a scientific publication for the president, but this was an impossible matter, because it is not there for scientific merit, but for political conjunctures.

Ndryshimet ligjore që kanë sjellë dy deputetët Koçi-Beqiraj, siç e kam denoncuar edhe më parë publikisht, janë vazhdim i këtyre konjukturave politike në kurriz të shkencës dhe janë shumë larg të qënurit ligj për interes publik, por janë një kostum me porosi (ligj ad personam).

Disa nga çudirat e këtij projektligji që dallohet qartë porositësi janë:

1- Deputetët paraqesin arritjet e akademisë së shkencave në këto 4 vite në relacionin e ligjit. A mund të na sqarojnë deputetët si i kanë marr këto të dhëna? A ka shkresa zyrtare me akademinë e shkencave? Cilat janë organet që ju janë përgjigjur dhe pse ka vetëm arritje dhe jo mangësi? A mund të na sqarojnë deputetët se cila është nevojë për të na paraqitur këto arritje sipas tyre kur kërkojnë një ndryshim ligji që nuk lidhet fare me këto arritje?

2- Deputetët shprehen: “ka lindur nevoja e përmirësimeve të domosdoshme që janë propozuar nëpërmjet këtij projektligji, i cili nuk prek thelbin dhe përmbajtjen e ligjit bazë, por korrigjon disa dispozita parazitare.” A mund të na sqarojnë deputetët se kujt i lindi kjo nevojë? Kryetarit të akademisë, kryesisë, apo cilit organ? Se nuk besoj që iu ka lindur nevoja zgjedhësve te zonave te tyre që s’kanë lidhje me akademinë.

Pse e quajnë parazitare dispozitën që shpjegon zgjedhjen e kryetarit? Ndoshta e lidhin me nivelin e punës së deritanishme të kryetarit aktual.

3- Deputeti, Ismet Beqiraj ka qënë relator i këtij ligji që kërkon të ndryshojë, duke mbrojtur që parimet bazë të tij ishin pikërisht për të luftuar kontrollin nga një person apo grup, duke krijuar stanjacion dhe kapje të institucionit. Ndërsa ndryshimet e reja që sjell ai me kolegun Koçi, bëjnë të kundërtën. Heqin fjalën rradhazi për mandatet, heqin moshën kufizuese, pra nevoja e lartpërmendur, duket se i paska lindur Gjinushit për një mandat tjetër për veten.

4- Relacioni i deputeteve që marrin përsipër të ndryshojnë ligjin është plot gabime drejtshkrimore, që cënojnë seriozitetin e një projektligji që kërkon të rregulloj Akademinë e Shkencave.

Për të adresuar në mënyrë institucionale shqetësimet kam kërkuar në komisionin e edukimit që akademiku Fuga dhe akademik të tjerë që kanë ngritur shqetësime publike të dëgjohen në një seancë dëgjimore në komisionin e edukimit.

Që nga tetori 2022, gjithashtu kam kërkuar në të drejtën time kushtetuese një seancë dëgjimore me kryetarin dhe kryesinë e akademisë për veprimtarinë shkencore të akademisë, për veprimtarinë ekonomiko-financiare dhe për projektet kombëtare shkencore. Është rekord i zi se si në 4 vite kryetari i Akademisë së Shkencave nuk ka shkuar asnjëherë në kuvend për t’u pyetur dhe për të raportuar.

The battle for the Academy is not a battle for names, but a battle for science, for history, for dignity and legitimacy. Its political and insidious capture affects the backbone of intellectuals who should be at the forefront of discussions of national, economic, identity, and social issues."
