The United Kingdom has today imposed specific sanctions against illegal people trafficking for the first time, targeting criminal gang leaders, intermediaries and suppliers of equipment for smuggling migrants, from Asia to the Balkans and North Africa.

The sanctions affect a wide range of criminal activities from the supply of small boats for smuggling, the provision of false passports, illegal transfers through the Hawala system, smuggling by trucks or boats, to the leaders of criminal networks.

The measures include freezing assets, bank accounts and banning financial transactions with the United Kingdom, aiming to paralyze criminal activity.

This initiative is part of the government's "Plan for Change", and is the first sanction in the world dedicated to combating human trafficking and the organized crime of illegal immigration.

David Lammy, the UK Foreign Secretary, said: “This is a historic moment in our efforts to stop organised immigration crime. We will find the traffickers wherever they are and hold them accountable. My message to the gangs who risk lives for profit is clear: We know who you are and we will work with our partners to stop you.”

Names that were sanctioned today:

Bledar Lala , Albanian, head of operations for a gang in Belgium that smuggles people across the English Channel.

Alen Basil , a former police translator in Serbia, who runs a violent smuggling ring, along with corrupt officials.

Mohammed Tetwani , known as the "King of Horgos" in Serbia, leader of the notorious Tetwani gang that tortures refugees who do not pay.

A Chinese company, Weihai Yamar Outdoors Product Co, was sanctioned for selling boats used for human trafficking to Britain.

Other individuals involved in trafficking networks:

Iraq-linked group:

Goran Assad Jalal, smuggled migrants in refrigerated trucks.

Hemin Ali Salih, Dedawan Dazey, Roman Ranyaye, Azad, Nuzad and Nihad Khoshnaw – all involved in smuggling people and equipment for dangerous journeys across the canal.

Hawala network (illegal money transfers):

Muhammed Khadir Pirot, Mariwan Jamal and Rafiq Shaqlaway – involved in managing payments for traffickers via Hawala from Iraq to Turkey and beyond.

Gangs from North Africa to the Balkans:

The Kazawi gang and the Tetwani gang – known for extreme violence against migrants who cannot pay.

Yassine Al Maghribi Al-Kasaoui, leader of the Kazawi gang.

Groups producing fake passports in the Balkans:

The Kavač and Škaljari gangs in Montenegro – smuggle with false passports through Turkey and the Balkans.

Dalibor Ćurlik, Almir Jahović, Marko Petrović, Nikola Vein, Ratko Živković and Dejan Pavlović – all involved in providing forged documents.

Sanctions include:

Asset freeze – no one in Britain or with British connections can have financial dealings with sanctioned persons.

Travel ban – those sanctioned cannot enter or remain in the United Kingdom.

Ban on company directors – ban on being a director or manager in a British company.

This sanctions regime was created by the UK's Sanctions and Money Laundering Act, and for the first time directly targets organised immigration crime.

It represents a key part of FCDO's " Stop, Punish, Return " strategy to prevent irregular migration and punish those who take advantage of people in need.
