As announced through Order No. 88, dt 22.11.2022, and the Notice on the Agenda, for point No. 4, Draft Law "On the approval of the Framework Agreement, between the Council of Ministers of the Republic of Albania and Eagle Hills Real Estate Development, Albanian Seaports Development Company, Sh.A. and Nshmi Development LLC, regarding the Strategic Investment Project "MARINA & YACHTS OF DURÛRSI", a time limit of no more than 6 hours has been defined. In a simple calculation, a time of 2.57 minutes is planned for each deputy. The Port of Durrës is one of Albania's greatest assets. With its geographical position, this port is of strategic importance not only for Albania but also for the region. The European Union, through the Transport Community, has recently assessed, that the Port of Durrës in Albania and the Port of Tivar in Montenegro are of strategic importance for maritime transport in the region as they connect it to the main European transport network. Being of such importance, beyond the fact that there is no national emergency to pass it in an accelerated manner, in NO WAY CAN IT BE PRICED to shorten the discussion time, using Article 48, Point 3, which is the limiting exception. But on the contrary, a full public debate is necessary, enabling every MP to express himself in relation to this matter of national importance. Therefore, based on Article 48 of the Regulation of the Assembly apart from the fact that there is no national emergency to pass it in an accelerated manner, it CANNOT IN ANY WAY BE PRICED to shorten the discussion time, using Article 48, Point 3, which is a limiting exception. But on the contrary, a full public debate is necessary, enabling every MP to express himself in relation to this matter of national importance.
