The head of the DP parliamentary group, Gazment Bardhi, has denounced today that albanian ambassadors to the UNITED STATES, UNITED NATIONS, Italy, Germany, Greece, Czech Republic etc. are participating in party activities, desecration of the figure of the Albanian state representative (not party) in the world, as well as violating the equality of the parties in the elections.

Through a post on social media, Bardhi writes that the merger of the state with the party in elections and the use of the Diplomatic Corps as the electoral body of the ruling party, is a serious injury to the elections and a unique case in the world, because according to him, the function requires political impartiality and dignity representation of Albania in the world.

It further adds that according to the law, ambassadors and their staff are not allowed to participate in any party, organization or political association or participate in the activities organized by them.

Violation of these legal obligations results in dismissal from office, as well as a crime punishable by up to 3 years imprisonment. He says that prime minister Edi Rama and the political leader of the Diaspora Sp, Taulant Balla, are held criminally responsible.

Bardhi appeals to the President of the Republic, Bajram Begaj, and to SPAK, to fulfill in time, without hesitation, their constitutional mission, according to their responsibilities, to guarantee free and fair elections, and to punish any state official who so brutally violates the law, for the interests of Edi Rama's personal power!

He also published photos of every ambassador or diplomat who attended prime minister Edi Rama's rallies with Albanians and diaspora before the 2025 pre-election.

The political activities of Edi Rama and Taulant Ballë abroad during this time have proved not only abandonment by Albanians, but also a criminal phenomenon, that of the merger of the state with the party. This is so evident that even ambassadors to the UNITED STATES, UNITED NATIONS, Italy, Germany, Greece, Czech Republic, etc., in brutal violation of the law, participate in party activities with Albanian citizens living abroad, abusing the function, desecration of the figure of the Albanian state representative (not party) in the world, and violating the equality of the parties in the elections.

The merger of the state and the party in elections and the use of the Diplomatic Corps as the electoral body of the ruling party, is a serious detriment of elections and a unique case in the world. Never, anywhere, does the Diplomatic Corps participate in party activities and much less serve as the electoral body of the ruling party. The function requires political ness and dignity representation of Albania in the world.

According to Law No. The Foreign Service is an integral part of the Civil Service of the Republic of Albania and operates on the basis of the principles of professionalism, integrity, and political impartity. Apart from the obligations provided by the law on civil servants, ambassadors and their staff are not allowed by law to participate in any party, organization or political association or participate in the activities organized by them. Violation of these legal obligations implys dismissal from office.

Osce-ODIHR has consistently recommended a ban on misuse of state resources to create significant advantages of the ruling party in elections, and recommended that the law-making bodies act in a timely and decisive manner to punish this phenomenon.

I ask the President of the Republic, Mr. Bajram Begaj, as the constitutional authority responsible for the decree of the Diplomatic Corps of Albania anywhere in the world, to take a public stance to distance themselves from the illegal political activity of the Ambassadors and staff of embassies of the Republic of Albania worldwide, in organizing and participating in the party activities of the Chairman or Political Leader of the Socialist Party with Albanian citizens living abroad.

Also, with the powers recognized by the Constitution and the law, the President of the Republic has the responsibility to intervene immediately to hold responsible before the law any Ambassador who in brutal violation of the law has organized and participates in political activities of the Socialist Party Chairman and Political Leader for diaspora of the Socialist Party in the framework of the next parliamentary elections.

Without a doubt this is a CRIME that is punishable by three years in prison under paragraphs 1 and 4 of Article 328/a of the Criminal Code "Use of public office for political or electoral activities". The law has been held by Prime Minister Edi Rama and Minister Taulant Balla, for the use of state human resources for elections, and ambassadors and their diplomatic staffs for participation in political activities. To this end, I have instructed the immediately preparation of a criminal charge against Edi Rama, Taulant Ballë, Ambassadors who have been identified so far in party/election activities and their respective diplomatic staff.

I appeal to the President of the Republic and the Special Prosecution Office to fulfill in time, without hesitation, their constitutional mission, according to their responsibilities, to guarantee free and fair elections, and to punish any official of the state who so brutally violates the law, for the interests of Edi Rama's personal power!
