The amount paid by the Socialist Movement for Integration and Ilir Meta in 2017 just for lobbying in the United States is just the tip of the iceberg of a lobbying campaign that this political force and Ilir Meta, then Speaker of Parliament, have undertaken in Washington.
The success of this campaign is questioned by the events that followed, where today Ilir Meta, perhaps after Sali Berisha, is the most ignored by American politics.
However, LSI and Ilir Meta before contacting McKeon Group in 2017 for lobbying in Washington have paid at least 300 thousand dollars as a liability from a contract signed with Global Security & Innovative Strategies (GSIS).
The contract was signed in early 2016 with a six-month term. Under its terms, the SMI and Ilir Meta would pay $ 30,000 a month to the American company to lobby Congress and the presidential administration that year.
Regarding the terms and conditions of the contract, the payment and other obligations and rights that arose to the parties, the American company sends a letter to Ilir Meta, then Speaker of Parliament.
Honorable Speaker of the Assembly, Meta. Following our conversations on the engagement, this letter (agreement) documents the terms of our contractual relationship. GSIS will advise the SMI, its leaders and its MPs and members of the government on global events and happenings. GSIS will engage with the US government, the European Union to present the commitment of the SMI for the implementation of justice reform and economic growth in Albania ", it is said in the letter that the company sent to Meta on January 3, 2016.
The contract obliged the SMI and Ilir Meta to pay for 6 months in a row the company in the total figure of 180 thousand dollars (30 thousand dollars per month). But the cost of the lobbying campaign has almost doubled. In the balance sheets submitted by the company to the American authority, GSIS says that it has received from the SMI about 297 thousand dollars.
The additional payment is argued with a part of the contract, according to which the SMI was obliged to cover all expenses, including travel, lunch and dinner that company representatives undertook to implement the lobbying contract. For payments up to 1 thousand dollars for these services did not require the approval of the SMI, for bills higher than this amount, according to the agreement required its approval.
This is the only way to justify the 'deficit' of 200 thousand dollars in the balance sheets of the SMI for 2016, as long as this party has been silent about this imbalance of balances, where on the one hand in the US declares 300 thousand euros lobbying and on the other hand in Albania declares about 100 thousand such euros./ TEMA
