Thumanë-Kashar, "Gener 2" of Bashkim Ulaj basic income 1.3

A basic revenue plan for the entire concession period of the Thumanë-Vora-Kashar road envisages over 1.3 billion euros (excluding VAT) and 1.56 billion euros with VAT, which will go to the beneficiaries of the contract already made public. The contract concluded between the Ministry of Infrastructure and Energy and the companies Gener 2 sh.pk and G2 Infra sh.pk has changed and provides for a 35-year concession, where the first two years will be the construction of this axis and the rest operation and maintenance.

The concession form will be the DBFOM form which provides for the design, construction, financing, operation, maintenance and subsequent transfer to the state. This means that the financial resources for the construction of the road will be provided by the concession and the latter will receive in return the revenue from the tolls that will be set for the road crossing throughout the concession period.

The specification of the financing is in the contract in chapter 2 of article 9 where it is stated that the concession company, among others, has the obligation to provide financing for the implementation of the Project-implementation. To secure this financing, the concessionaire can establish as a guarantee the rights granted by this contract.

Income guarantee for 8 years

Another element of the contract is the one regarding the guarantee of basic income that will come from the operation of the road. The state undertakes to provide support in the first 8 years of operation if the basic plan is not achieved. Thus in the first year the basic revenue plan for operation and maintenance is 26.85 million euros while the state will guarantee 8 million euros, in the second year which coincides with 2025 the basic revenue plan is 25.58 million euros and the state guarantee decreases to 5.6 million euros. In the third year of operation, the revenue plan is 25.10, while if this plan is not achieved, the state guarantee is for 3.92 million euros. Year after year the revenue plan changes culminating in 63.15 million euros in 2055 while state support stops in 2031 when the projected guarantee is 360 thousand euros.

The contract stipulates that the toll to be set on the road will be independent although it will also need to obtain the approval of the contracting authority. Its calculation will be based on a formula that takes into account some indicators related to the vehicle type coefficient as well as some other aspects. The fee, although it will be calculated every year, will change and be rounded once in four years, writes monitor.

Aksi Thumanë-Kashar ishte pjesë e projektit “one billion” dhe iu nënshtrua procedurave të prokurimit pas një oferte të pa kërkuar të bërë nga Gener 2 e cila në fund rezultoi edhe si kompania fituese. Në korrik të vitit 2018 Ministria për Infrastrukturën dhe Energjinë njoftoi se Gener 2 kishte fituar procedurën me një ofertë 225.8 milionë euro. Në procedurë morën pjesë katër kompani. Qeveria u tërhoq nga projekti në vitin 2019 duke deklaruar se këto para të dedikuara për projektin do t’i dedikoheshin angazhimit tjetër të qeverisë për “Paktin me Universitetin”. Gjithsesi Balluku tha se nga projekti i rrugës nuk do të hiqet dorë pasi është një aks i rëndësishëm kombëtar. Më pas situate përfundoi në gjykatë e cila kjo e fundit i dha të drejtë kompanive private dhe duket se palët u kthyen në tryezë duke dalë në këtë produkt final ku rruga do të ndërtohet nga vetë kompania dhe kjo e fundit do të mbledhë tarifën.
