Politico/ The Pentagon, the headquarters of the US Department of Defense, has been working for months on the creation of a new technology agency, which aims to secretly disrupt and sabotage the technological programs of foreign countries, which are considered a threat to American military superiority.

According to an investigation published by POLITICO, the agency was created in April of this year, but senior Pentagon leaders have not spoken publicly about it.

Even official information on its activities is very scarce.

The agency is called the Technology Support Office (TSO). To understand how it was created, what its objectives are, and why it operates in secret, POLITICO spoke with 12 current and former U.S. national security officials with knowledge of the structure.

They spoke on condition of anonymity to share information that had not previously been made public.

What will the new agency do?

According to sources cited by POLITICO, the initiative was led by Deputy Secretary of Defense Steve Feinberg, with the help of his advisor Tom Rakusan, a former CIA intelligence officer with experience in new technologies.

The agency was created by merging two secret Pentagon programs that, since 2023, had been conducting smaller-scale activities to disrupt or damage the technologies of foreign adversaries.

According to the quoted officials, the goal is to expand these operations and coordinate them in a single structure.

TSO's work includes developing sophisticated tools for cyberattacks, planning deceptive operations, and finding ways to prevent rivals from gaining access to important military technology.

One example cited in the report is the attempt to trick adversaries into installing defective parts in their weapons systems, which may have been deliberately prepared by this agency.

However, according to sources, the TSO does not have the legal authority to conduct covert operations itself. It collaborates with senior military and intelligence officials to develop tools and strategies that can be used in such operations.

The primary objective is to delay or impede the development of technologies that could give U.S. adversaries an advantage in the event of a major military conflict.

Some of the officials interviewed support the agency's mission, but express concerns about the lack of transparency and the risk that its operations are carried out without sufficient oversight.

The concern is that covert operations could harm civilians, increase tensions with other countries, or violate international law. Another point of concern is the possibility of secret contracts being used unfairly.

According to a current national security official, only a limited number of US congressional staff have been briefed on the agency's plans. This could make it difficult for lawmakers to oversee its activities.

A former senior Pentagon official warned that when a facility operates in a classified environment, there are more opportunities to hide or misrepresent what is happening.

On the other hand, Pentagon spokesman Jacob Bliss rejected the report's claims. He stated that the information used by the journalists is not true and that the people who gave them it may be misinformed or trying to deceive them.

Bliss added that the Defense Department respects its relationship with Congress and will continue to cooperate with the relevant committees so that they can fulfill their oversight duties. He also denied concerns about conflicts of interest, saying officials are subject to ethics rules and financial controls.

Essentially, the creation of the TSO indicates, according to sources cited in the report, an attempt to expand the use of technology in American covert operations.

However, it remains unclear how large its budget will be, what operations it will specifically carry out, and how strong the oversight over its activities will be.
